Supply and Distribution of Stamps

Post Office
- Each post office must maintain a stock of ordinary postage stamps, revenue stamps, and envelopes.
- The maximum value of stamps each post office can hold is determined by the Divisional Head for Non-Gazetted Postmasters, DPS for Group ‘B’ Postmasters, and CPMG/PMG for Group ‘A’ Postmasters.
- Rule: "Stamps" in this rule and Rule 5-10 includes postage stamps, non-postal stamps, envelopes, and postcards.
- Rule: Detailed rules regarding stamp balances for each post office are found in Chapters 1 and 2 of the Postal Manual, Volume VIII.

Head Post Offices
- Obtain stamps (not exceeding their maximum authorized balance) from Postal Stores Depots.
- Obtain Revenue stamps from Treasuries for cash payment.
- Treasury: Payment for Revenue stamps is recorded under head of account 8553-01-101-34-00-00, and sales are credited with the residual amount classified under 1201-00-200-12-00-00 revenue.
- The official purchasing stamps must return one copy of the requisition form (ACG-39) with the actual supply noted to the post office. The Treasury retains the other copy.
