Study Notes

Urgent Duty Driving Situations

  • Situations that may justify urgent duty driving include emergencies, serious crimes, response to hold-up alarms, and response to calls for urgent assistance.
  • Positioning a unit to implement a resolution strategy, including Vehicle Immobilisation Device deployment, may also be justified.

Management of Evades, Follows, and Pursuits

  • Members involved in an evade, follow, or pursuit must communicate with Radio Dispatch Services (RDS) as soon as possible, including the reason for the police action.
  • They must immediately commence strategies and tactics to assist in reaching a safe resolution to the incident.
  • Except for reasonable time to communicate with RDS, an evading vehicle must not continue to be followed unless authorized.

Key Definitions

  • 'Evading vehicle' includes a vehicle committing an offence, a vehicle that has been successfully or unsuccessfully immobilised, or a vehicle involved in a pursuit.
  • 'Likelihood' means a chance of something happening.
  • 'Primary unit' means the police vehicle that initiates a vehicle intercept resulting in an evade, follow, or pursuit.
  • 'Pursuit' occurs when a member in a police vehicle continues to directly engage, or attempt to engage, the driver or rider of a vehicle that refuses to stop for police.
  • 'Risk' means the possibility that harm might occur.

Notification and Guidance

  • The Divisional Inspector or Duty Inspector should be notified of an authorised follow or pursuit as soon as practicable by RDS.
  • The inspector monitors the incident and gives direction and guidance to the controller, or any other member involved.

Resolution Strategies

  • All recommendations regarding resolution strategies must be made via radio communications for consideration/approval by the controller.

Preferred Police Vehicle

  • The preferred police vehicle during an authorised follow or pursuit is a marked police vehicle (other than a motorcycle) fitted with emergency warning equipment.

Safety Considerations

  • The controller should replace a single member unit with a unit with two members as soon as practicable to ensure safety and effective communications.
  • The practice of overtaking and/or driving abreast of an evading vehicle is inherently dangerous.
