Appointment
- Permanent Appointment: Granted when applicants meet all requirements for their desired position, including eligibility.

Appointing Authorities
- Patrolman/Patrolwoman to Police Executive Master Sergeant: Appointed by PNP regional director for regional personnel or Chief of PNP for national headquarters personnel, attested by the Civil Service Commission.
- Police Lieutenant to Police Lieutenant Colonel: Appointed by the Chief of PNP, based on superior recommendations and attested by the Civil Service Commission.
- Police Colonel to Police Lieutenant General: Appointed by the President, upon the Chief of PNP's recommendation with Civil Service Commission endorsement and Commission on Appointments confirmation.
- Police General: Appointed by the President from senior officers down to Chief Superintendent, subject to Commission on Appointments confirmation, with a maximum tour of duty of four years.
General Qualifications for Appointment

- Passing psychiatric, psychological, drug, and physical tests
- Formal baccalaureate degree from a recognized institution
