Study Notes
Pilot Guard Responsibilities and Procedures
- Train Handling: If a train is waiting at the station to return to the Pilot Guard's starting point, the light engine can be attached to the train, and the Pilot Guard will ride on the train engine. If the light engine cannot be attached and the waiting train is important, the Pilot Guard authorizes the loco pilot to proceed as per S.R. 11.05 and follows on the light engine after a 15-minute interval. If no train is waiting, the Pilot Guard returns to their original station with the light engine.
- Identification: The Pilot Guard is identified by a red dress or badge, a red armlet marked "Pilot Guard", or a red flag tied around their left arm above the elbow.
- Accompanying Trains: No train can leave a station without the Pilot Guard personally authorizing it. In most cases, the Pilot Guard must accompany the train, riding on the engine foot-plate. An exception is when two or more trains need to leave one end of the section; in this case, the Pilot Guard accompanies only the last train and gives personal authority to the preceding trains.
- Pilot Guards Ticket: When the Pilot Guard doesn't accompany the train, they issue a Pilot Guard's ticket to the Guard (or Loco Pilot if there is no Guard). Each ticket is for a single journey to the station named on it. The Guard gives it to the Loco Pilot before departure, and the Station Master cancels it upon arrival.
- Successive Trains: When multiple trains need to depart successively in the same direction, the Pilot Guard authorizes them to proceed by issuing a Pilot Guard's ticket with an endorsement stating that another train will follow after 15 minutes.
Pilot Guard System and its Application
- The Pilot Guard System introduces additional procedures for managing train movement and ensuring safety on single-line sections.
- Caution Orders: All Loco Pilots are issued caution orders informing them about the system, the Pilot Guard's name, and any speed restrictions. The Station Master issues these orders.
- Speed Restrictions: When a train follows another, its speed must not exceed 25 KMPH, and this restriction is included in the Caution Order.
- Signals: Fixed signals (except the LSS) can be taken ‘off’ for train arrivals and departures.
-
Single Line Working on Double Line Section:
- Additional Particulars for Caution Order: The Caution Order includes the track the train will use, the obstruction site, speed limits (25 KMPH for the first train and 40 KMPH for subsequent trains, but 25 KMPH for trains following each other), and instructions for Loco Pilots traveling in the wrong direction (should use hand signals and be piloted). The first train must inform all Gatemen and Gangmen along the route about the single-line working.
- Fouled or Damaged Line: If there is a suspicion that the line is fouled or damaged, the single-line working is not implemented before an engineering official inspects the section and certifies its safety.
- Facing Points: At non-interlocked stations, the Station Master personally ensures all facing points are correctly set, locked, and manned.
- Crossing Trains: When two trains cross, the rules for crossing at non-interlocked single-line stations apply.
-
Pilot Guard Responsibilities during Temporary Single Line Working:
- Loco Pilot Duties: The Loco Pilot of the first light engine receives a Pilot Guard's Ticket and a Caution Order, and the Pilot Guard must remain on the engine. No train can enter the section without the Pilot Guard on the foot-plate or a written permission from the Pilot Guard.
- Speed Limit: No train can exceed 25 KMPH when following another train.
- Gatemen and Gangmen: The Loco Pilot of the first train informs all Gatemen and Gangmen of single-line working and the line the train will use.
- Obstruction Site: The Loco Pilot must approach the obstruction cautiously and confirm the line is not fouled.
- Facing Points: At non-interlocked stations, the Loco Pilot can't pass the facing points unless they are manned.
-
Single Set of Staff Stations:
- Pilotman Duties: On sections with single-set-of-staff stations, the Guard of the train acts as the Pilot Guard. Once the light engine returns, the Pilot Guard cancels the notice and issues a memo to the Station Master stating the Pilot Guard working is cancelled as soon as the train reaches the station in advance. The Station Master cancels all notices on the train's arrival, and the notices are submitted to the DRM.
- Next Train: The Guard of the next train over the same section also acts as the Pilot Guard.
-
Engine Failure:
- Engine with Pilot Guard: When a train with the Pilot Guard stops in the section, the Pilot Guard protects the train front and rear and proceeds to the nearest station or the station where assistance is likely. If the engine can proceed light or with part of the load, the train is divided, the Pilot Guard accompanies the divided load, and returns with the engine. The Guard of the train does not allow other engines or trains to move any vehicles until the Pilot Guard returns.
- Engine without Pilot Guard: If the disabled train is not accompanied by the Pilot Guard, the Guard immediately protects the train in the front and rear, recovers the Pilot Guard's ticket, and sends the Assistant Loco Pilot/Assistant Guard to the nearest station for assistance with a memo. If the engine can proceed light or with part of the load, the train is not divided without the Pilot Guard's personal direction.
Pilot Guard Relief and Termination
- Relief Procedures: When the Pilot Guard needs to be relieved, both the original and relieving Pilot Guards travel to the station at the other end of the section. They both endorse "cancelled" on the old notices and the relieving Pilot Guard obtains the station master's signature on a new notice.
-
Termination of Pilot Guard Working
- Communication Restored: When communication is restored, the Pilot Guard and Station Master jointly contact the Station Master at the other end of the section (including intermediate stations): "No.………..Up/Down train arrived here complete.Communication restored.Cancel Notice regarding Pilot Guard Working; Normal working may be resumed.Acknowledge.PN ………….”
- Confirmation: The receiving Station Master acknowledges the message, cancels the Pilot Guard working notice, and quotes the PN.
- Resuming Normal Working: Normal working can be resumed if communication is restored after a train has left with the Pilot Guard's written permission before the Pilot Guard leaves with the following train, but only after the Pilot Guard's station has informed the other end station of the last train's departure.
- Last Train Departure: When the last train worked under the Pilot Guard System has left one end of the section, the "train out of block section" signal is given to the rear station.
- Notice Collection: All notices are cancelled, collected by the Pilot Guard, and handed to the Station Master for submission to the DRM.
Train Protection under the Pilot Guard System
- If a train followed by another train stops between stations, the Guard and Loco Pilot must protect the train according to Rule 10.09.
Pilot Guard System Essentials
- The Pilot Guard system is used when trains are operated on a single line.
- A railway servant, known as the Pilot Guard, is assigned to pilot trains.
- No train can leave a station without the Pilot Guard's personal authorization.
- The Pilot Guard must be a Station Master, Guard, or a railway servant qualified for Station Master's or Guard's duties.
- The system can be implemented on short single line branches or on lines authorized by special instructions.
- It's introduced when directed by an authorized officer.
Following Trains on the Pilot Guard System
- Trains can follow each other on the Pilot Guard System only if the Loco Pilot is informed of the preceding train’s departure time and next stop.
- All trains must run at the same speed, not exceeding 25 kilometers per hour except when specifically authorized.
- A 15-minute interval is required after the departure of the preceding train.
Pilot Guard System Procedures
- Procedures for introducing the Pilot Guard System involve preparing notices for Station Masters and the Pilot Guard.
- The Pilot Guard countersigns the notices and retains a copy.
- The notices are then delivered to the relevant Station Masters, who sign the Pilot Guard’s copy.
Engine Departure with the Pilot Guard
- The first train's engine is detached and sent ahead with the Pilot Guard to establish Pilot Guard working at the next station.
- The Loco Pilot receives an 'Authority to proceed without Line Clear' and a Caution Order restricting speed to 15 kilometers per hour.
- The Caution Order mentions the Pilot Guard’s name and is countersigned by the Pilot Guard.
- The speed restriction of 15 kilometers per hour is subject to the speed restriction printed on the 'Authority to proceed without Line Clear' form and other speed restrictions in force.
Loco Pilot’s Responsibilities
- The Loco Pilot proceeds cautiously at a speed not exceeding 15 kilometers per hour and is ready to stop quickly.
- The Loco Pilot should sound the whistle frequently and ensure the line is clear before entering tunnels, cuttings, or curves.
- If two light engines meet during simultaneous introduction of the Pilot Guard system from both ends, they should be coupled and proceed to the nearest station if possible.
- If coupling is not possible, the engine nearer the station should push back, followed by the other engine at a safe distance.
Pilot Guard's Responsibilities
- When two or more trains are ready to depart in the same direction, the Pilot Guard issues Pilot Guard's Tickets in ink with an endorsement stating that another train will follow in 15 minutes.
- The Pilot Guard delivers this authority to the Loco Pilot through the train's Guard.
- The Pilot Guard accompanies the train so no 'Pilot Guard’s Ticket' is required.
Safety Precautions
- Caution Orders are given to all Loco Pilots informing them about the Pilot Guard System, the Pilot Guard's name, and speed restrictions.
- Fixed signals, except for the LSS (Last Stop Signal), can be turned 'off' for train reception and departure.
- When a train follows another, the following train's speed should not exceed 25 KMPH.
Single Line Working on a Double Line Section
- The Caution Order includes additional details regarding the track, obstruction site, and speed restrictions (25 KMPH for the first train, 40 KMPH for subsequent trains, and 25 KMPH for trains following each other in the same direction), and instructions for Loco Pilots in the wrong direction and for the first train on the temporary single line.
- Temporary single line working will not be introduced if there are doubts about the track's safety.
- Fixed signals, except for the LSS, will be turned 'off' for trains in the right direction.
- Trains passing on the wrong line are brought to a stop at the first Stop signal for the correct line or the last Stop signal for the incorrect line.
- The Loco Pilot follows hand signals exhibited at the foot of these signals.
Pilot Guard Responsibilities in Single Line Working on a Double Line
- The Loco Pilot of the first light engine receives a Pilot Guard’s Ticket, and a Caution Order, and the Pilot Guard is on the engine.
- No train enters the section unless the Pilot Guard is on the footplate or the Loco Pilot receives written permission from the Pilot Guard.
- No train can exceed 25 KMPH when following another train.
- The Loco Pilot of the first train over the temporary single line working informs all Gatemen and Gangmen of the temporary single line working, mentioning the line on which the train will pass.
- On approaching the obstruction, the Loco Pilot proceeds cautiously and ensures the line is clear.
- At non-interlocked stations, the Loco Pilot doesn’t pass the outermost facing points unless they are manned.
Pilot Guard Relief Arrangements
- When the Pilot Guard hands over duty to another, fresh notices are prepared, and the old notices are canceled.
- The relieving Pilot Guard obtains the Station Master’s signature on a new notice and leaves a copy with the Station Master.
- Both Pilot Guards travel together to the Station at the other end of the section and cancel old notices.
Train Breakdown During Pilot Guard Working
- When a train accompanied by the Pilot Guard is unable to proceed, the Pilot Guard protects the train in front and rear and proceeds to the nearest station for assistance.
- If the engine can proceed light or with part of the load, the train is divided according to Rule 6.09 and the Pilot Guard accompanies the divided load and returns with the engine.
- When the disabled train is not accompanied by the Pilot Guard, the Guard protects the train in front and rear and sends an Assistant Loco Pilot/Assistant Guard with a memo to the nearest station and the Pilot Guard for assistance.
- If the engine is capable of proceeding light or with part of the load, the train is only divided under the Pilot Guard’s personal direction.
Sections Worked by a Single Set of Staff
- If a suitable Pilot Guard is unavailable, the train's Guard acts as the Pilot Guard.
- The Pilot Guard’s notice is cancelled and a memo given to the Station Master that Pilot Guard working will be cancelled as soon as the train reaches the station.
- The Station Master cancels the Pilot Guard System notices and allows the train to proceed.
- If another train later passes over the same section, the Guard of that train acts as Pilot Guard.
