Tactical Objectives
- Tactical Objectives are three separate and critical events that must be completed to stabilize any incident: Rescue, Fire Control, and Property Conservation.
- These objectives are interrelated and must be dealt with concurrently, with priority and completion directly correlated to the size up, risk management, and conditions of the incident.
Rescue
- Rescue involves protecting occupants, removing those who are threatened, and treating the injured.
- Benchmark of completion: "All clear" is announced.
Fire Control
- Fire Control involves stopping the forward progress of the fire and bringing it under control.
- Benchmark of completion: "Under control" is announced.
Property Conservation
- Property Conservation involves stopping or reducing primary or secondary damage to property.
- Benchmark of completion: "Loss stopped" is announced.
Command and Operational Considerations
- Command must satisfy each tactical objective, which often occur simultaneously.
- Examples include achieving interior tenability with active fire control efforts before proceeding with primary search, or initiating property conservation activities while active fire control efforts are being extended.
Umbrella of Service
- The Command framework includes an on-going responsibility that is not completed with benchmarks, referred to as the "umbrella of service".
- The umbrella of service consists of three on-going considerations: fire fighter safety, customer service, and loss control.
Customer Service
- Customer service is important, and members are recruited who understand its importance.
- Positive customer service actions are acknowledged, and ways to better serve customers are sought.
