Philippine Politics and Governance - Module 9
- Executive Branch: Carries out laws, composed of the President and Vice-President
- President's Term: 6 years, starting at noon on June 30th following election. No person who has served as President for 4 years can run again for the same position.
- President's Powers: Appoints heads of executive departments, ambassadors, consuls, public ministers, and military personnel. Negotiates foreign treaties, supervises local governments, controls foreign loans, declares martial law and controls public budgets.
- Presidential Responsibilities (Roles): Commander-in-chief, responsible for carrying out laws and directing government affairs.
- Qualifications for President: Natural-born citizen, registered voter, literate, at least 40 years old on election day, resident of the country for 10 years.
- Executive Actions (Acts of Clemency):
- Pardon: Forgiveness for a crime
- Commutation: Changing a punishment to a less severe one
- Reprieve: Temporary relief from a punishment
- Remission: Cancellation of financial obligations (fines and forfeitures)
- Amnesty: Forgiveness for a group of people's crimes in a given circumstance
- Limitations of Presidential Powers: Can't hold another government office (besides Vice-President), cannot make appointments within 2 months of election, cannot make appointments within the 4th civil degree of consanguinity, and cannot increase salary or that of the Vice-President during term.
- Presidential Privileges: Official residence, salary, immunity from suit (both civil and criminal).
- Causes of Vacancy: Death, permanent disability, resignation, impeachment.
