• These notes cover regulations and procedures related to aircraft maintenance, licensing, modifications, and repairs in the Philippines.

AMT License Renewal

• Renewal requires a notarized application and proof of service at an Approved Maintenance Organization (AMO).

Expired AMT License and Reapplication

• If an AMT license has been expired for 60 months, the applicant must start the initial application process again.
  • If expired within 24 months, applicant must pass the Civil Aviation Regulations (CAR) test.
  • If expired after 24 months, applicant must pass the CAR test and undergo recurrent training at an AMO.

AMT License Duration

• An AMT license is valid for 5 years.
• Expired license holders cannot exercise the privileges of that license.

Recent Experience Requirement

• To serve as an AMT or supervise other AMTs, the individual must demonstrate ability to perform the work within the preceding 6 months of the last 24 months.
• Alternatively, they must have received recurrent training from an AMO within the preceding 24 months.

Fabrication of Parts

• Fabricated parts cannot be sold or supplied externally.
• Fabrication of parts falls under PCAR Part 6 approval.
• Limited Training Providers (LTP) may fabricate a restricted range of parts during work within their facility.
• LTPs cannot fabricate parts for forward supply, sale, or onward supply.
• Fabricated parts do not qualify for an Airworthiness Approval Tag (CAAP Form 1).
• A Parts Serviceable Tag (F12-015L) should be used as an internal document for the release and control of fabricated products during maintenance.
• Records of fabricated parts must be kept for 2 years or until the product is permanently removed from service.

EWIS Target Groups

• EWIS Target Group 1: Staff qualified to perform wiring system maintenance (Avionics).
• EWIS Target Group 2: Staff qualified to perform maintenance inspections on EWIS, including wiring system inspections (Inspectors/Avionics).
• EWIS Target Group 3: Staff qualified to perform electrical/Avionic Engineering on in-service aeroplanes, authorized to design EWIS installations, modifications, and repairs (electric/Avionics Engineer).
• EWIS Target Group 4: Staff qualified to perform general maintenance/inspection not involving wire maintenance, but may require removal/reconnection of electrical connective devices (inspector/A&P/Cabin Mechanic).

Airframe Major Modification Examples

• Changes to the wing or control surfaces that affect flutter and vibration characteristics.
• Changes to the basic design of fuel, oil, cooling, heating, cabin pressurization, electrical, hydraulic, de-icing, or exhaust systems.

Appliance Major Repair

• Includes the calibration and repair of instruments.

Modification Defined

• The alteration of an aircraft or aeronautical product in conformity with an approved standard.

Responsibility for Aircraft Maintenance Records

• Licensed mechanics or the owner are responsible for ensuring that all aircraft maintenance records are kept up to date.

Powerplant Major Repair Example

• Disassembly of a crankcase or crankshaft of an engine.

Preventive Maintenance Examples

• Simple preservation operations.
• Replacement of small standard parts not involving complex assembly.
• Replacing or cleaning spark plugs and setting spark plug gap clearance.
• Removal/Installation/Repair of Landing Gears

Powerplant Major Modification Example

• Installation of an accessory which is not approved for the engine.

Appliance Major Modification Example

• Modification of basic design not made in accordance with the appliance manufacturer's recommendation or the applicable Airworthiness Directive.

Aircraft Weighing Requirements

• All Philippine registered aircraft used for commercial or aerial work operation must be weighed every 3 years.
  • Re-weighing is also required when directed by the Director General, when used for commercial operation, and CAAP approved weigh control program.
• A continuous record of modifications and their effect on mass and CG limits must be maintained.

Part 5 Airworthiness

• This regulation prescribes requirements for the certification of aircraft and aeronautical components.

Return to Service

• A document signed by an authorized representative of an AMO, pertaining to an inspection, repair, or modification on an aircraft, engine, or propeller, after it receives a maintenance release.

Propeller Major Modification

• Includes installation of a propeller de-icing system.

Appliance Major Modification Examples (Radio/Navigational)

• Changes in the basic design of radio communication and navigation equipment that could affect frequency stability, noise level, sensitivity, distortion, or spurious radiation.

Airframe Major Repair Examples

• Repairs to primary structural members involving strengthening, reinforcing, splicing, and manufacturing or their replacement by fabrication.
• Repairs involving the substitution of materials.
• Repair on Engine Mount.

Powerplant Major Repair Example

• Special repairs to structural engine parts by welding, plating, metalizing, or other method.

Propeller Major Repair Examples

• Repair of propeller governors.
• Repair or replacement of internal element blades.

Appliance Major Repair Examples

• Calibration of avionics or computer equipment.
• Rewinding the coil of an electrical accessory.
