Personal Protective Equipment: Operational Use
- The Spring Fire Department (SFD) and Harris County ESD No. 7 have a Standard Operating Guideline (SOG) for the use of personal protective equipment (PPE).
- This guideline is for both structural firefighting and various other emergency incidents.
- The guideline follows the latest National Fire Protection Association (NFPA) 1851 standards.
- The objective of the guideline is to reduce the risk of injury associated with improper PPE selection, maintenance, and use.
Structure and Mobile Property Fires
- Firefighters will wear full PPE with SCBA for fire attacks, search and rescue, mobile property fires, and hazardous atmospheres.
- If firefighters are operating outside a structure but in a hazard area, they will wear full PPE with SCBA ready in case of a change in conditions.
Extrication and Entrapments
- Firefighters will start with full PPE or approved extrication/rescue PPE.
- Primary eye protection is required for members operating tools in the vicinity.
- Incident and Division Officers will review the removal of PPE based on specific needs.
Wildland Fires
- Firefighters issued Wildland firefighting gear will utilize it when available.
- Full PPE with SCBA must be used if a Wildland fire becomes an interior fire attack.
- Firefighters may protect structures in Wildland gear but should keep full PPE readily available for any change in the incident.
- Those not issued Wildland gear will report with full PPE.
Hazardous Materials Incidents
- Firefighters will report with full PPE with SCBA at the ready.
- The Incident Commander will ensure the appropriate level of Chemical Protective Clothing.
Emergency Medical Incidents
- Firefighters must follow the medical providers' guidelines for exposure to bloodborne pathogens, body fluids, and communicable diseases.
Rope/High Angle/Rough Terrain Rescues
- Full PPE is not recommended for rope rescues.
- Department-issued rescue PPE or regular station attire may be used.
- Protective knee and elbow pads are recommended for ascending and descending ropes.
- Footwear should be comfortable and protect from abrasive injuries in rough terrain.
Water Rescue
- Protective or heavy clothing is discouraged for water rescue activities - it can increase the risk of drowning.
- Lightweight clothing or water rescue PPE is recommended.
- Fire boots should not be worn - footwear should be easily discarded if swimming is necessary.
- Personal flotation devices must be used.
Confined Space Entry
- Firefighters entering confined spaces with the likelihood of an oxygen deficiency will utilize SCBA or a comparable supplied airline system.
- Full PPE with SCBA should be worn in confined spaces with fire or explosion hazards.
Incidents Not Covered by Guidelines
- Incident Commanders will assess incidents not covered by the guideline, prioritizing the safety of personnel.
- When in doubt, wear full PPE with SCBA.
