Parcel Traffic Weighment Guidelines

  • Guidelines for weighing parcel traffic loaded in leased Special Line Railcars (SLRs), Van Parcels (VPS), and other similar vehicles (PCETS) were established.
  • 20% of the total leased parcel traffic at the originating station needs daily weighing in rotation.
  • If en-route loading is permitted, the same weighing procedure applies to the loading stations along the route.
  • Consignments in indented Parcel Vans should be weighed before loading.
  • If weighing isn't possible at a loading station, the concerned Control Post Station (CPS) must document the reasons and inform the destination station.
  • Weighing of already weighed consignments is not permitted except for specific provisions.
  • A 5% tolerance is permitted for SLRs, exceeding the permissible carrying capacity.
  • A 1.0 tonne tolerance is permitted for Parcel Vans (VPH, VPU, VP, etc.), exceeding the permissible carrying capacity.

Punitive Charges for Overloading

  • If a loaded consignment exceeds the permissible carrying capacity but stays within tolerance, regular freight charges apply for the actual weight exceeding the permissible capacity.
  • If a consignment exceeds the permissible capacity and tolerance, additional fines are applied:
    • Normal lump-sum freight for the excess weight in the compartment/vehicle
    • Double the freight at the Scale-'R' rate for the entire excess weight from origin to the point of detection
    • A penalty of ₹10,000 per compartment/vehicle, plus any other penalty from existing policy provisions.

Weighment of Special Trains and Leased PCETs

  • A 1.0 tonne tolerance is permitted for Parcel Vans (VPH, VPU, VP, etc.) on leased PCETs and indented Parcel Special Trains.
  • If the weight exceeds the permissible carrying capacity but remains within the prescribed tolerance limit, the normal freight charges are applied for the actual weight in excess of the permissible capacity.
  • If the weight exceeds the permissible capacity and tolerance, additional fines are applied:
    • Normal lump-sum freight for the excess weight.
    • Double the freight at the Scale-'R' rate for the entire excess weight from origin to the point of detection or six times for excesses above 3 tonnes
    • A penalty of ₹10,000 per compartment/vehicle.
  • Weighment of indented trains should be done once preferably at the originating/first in-motion or destination station. Each rake should be weighed only once during the entire journey.

Physical Verification for Branded Items

  • Consignments consisting entirely of standard packets of uniform sizes (dairy products, FMCG) are exempt from mandatory weighment at the weighbridges, with a proviso that 5% of rakes should be weighed.
  • Customers must give written undertakings that the packets are standard, uniform size and weight.
  • The term "branded items" includes dairy products and fast-moving consumer goods (FMCG) in standard size packages (packets, bags, cartons, tins, rolls containers and bottles) with the weight stenciled/printed on the packets.

Dispute Resolution for Overloaded Consignments

  • In case of disputes regarding overloaded branded items, the average weight of packages can be determined at the destination station. Representatives of the consignor and consignee, in the presence of two railway officers, conduct this validation.
  • Customers must specify written documentation that the packets are standard, uniform size and weight.
  • If any overloading is detected, the party is responsible for off-loading the excess weight at the point of detection on an "as is where is basis".
  • The party is liable for all related costs (shunting, detention, etc.).
  • If the weighment is done at an intermediate station and the consignment is overloaded, the entire excess weight must be offloaded and the concerned party must take delivery.
  • The railway is not responsible for any damage/loss during the offloading procedure.
  • If the customer adjusts the load at the origin, no punitive charges apply.
