Purpose: Guideline for handling suspected abuse, assault, neglect, abandonment, exploitation, or self-neglect of individuals potentially endangered.

Authority: Fire Rescue Administrator

Scope: Applicable to all Fire Rescue Personnel.

Reporting Suspected Abuse/Neglect (Minors/Vulnerable Adults):
- Adults: Mandated reports to Florida Statutes 415.1034 or 39.201 for suspected abuse, neglect, abandonment, or exploitation, including death suspected as a result.
- Vulnerable Adult Definition: A person 18 or older with impaired daily living activities, care, or protection due to mental, emotional, sensory, long-term physical, or developmental disability, dysfunction, brain damage, or infirmities of aging.

Suspected Physical Abuse:
- On-Scene Actions: Notify Law Enforcement, EMS Captain, and do not leave the victim alone (transport or transfer to LE).
- Hospital Transfer: Notify receiving hospital.
- Follow-Up: Report to Florida Abuse Hotline (1-800-96-ABUSE) or online form, initiate Mobile Integrated Health (MIH) referral including the hotline worker's ID, and thoroughly document per Incident Reporting (PPMFR-M-201).

Suspected Sexual Abuse:
- Actions: Request Law Enforcement response, contact Palm Beach County Victim Services (PBCVS) Rape Crisis Hotline (561-833-7273) to request the Sexual Abuse Response Team (SART), report to Florida Abuse Hotline (1-800-96-ABUSE) or online form, and notify the EMS Captain.

Non-Vulnerable Adults (Physical/Sexual Abuse):
- PBCVS Contact: Can contact PBCVS without victim identification, a victim advocate will provide support and options.
- Transport: Transport to any hospital if medical concern or hospital preference. A SART member will meet the victim at the hospital for sexual abuse cases.
- Evidence Preservation: All evidence collected by Fire Rescue is turned over to LE or left with the victim at hospital.
- Documentation: Document any items moved/altered or left by Fire Rescue in the ePCR, patient comments/statements regarding sexual abuse in the ePCR, and complete a MIH referral.
