- Honors OPD personnel (active or retired), with dignity
- Participates in civic functions promoting law enforcement, and upholding highest standards of OPD
Procedure: Selection and Composition
- Authorized Strength: 32 members
- Composition: Sworn employees
- Probationary Status: Members must be off probationary status
- Minimum Sworn Experience: Minimum three years of sworn law enforcement or military employment
- Organizational Structure: Component of Executive Services Bureau (ESB), Training and Community Services Section (TCSS)
- Administrative Requests: All Honor Guard member requests (special duty, overtime, travel, etc.) routed through TCSS Captain
Selection Process
- Vacancies announced through OPD Information Order
- Eligibility List: Filled via standing Honor Guard Eligibility List, maintained by President
- President posts order first week of December
- List finalized by January 31st, following year
- Order describes qualifications, application instructions, application timelines,
- Completed packet submitted within timeline
- Confirmation/Verification: Qualifications verified by President
- Questionnaire regarding candidate's character, work ethic, and suitability
Structured Interview Process
- Panel of at least 3, up to 5 sworn employees
- Includes president/designee, TCSS Captain, sworn officer (not on Honor Guard, or in Pipe & Drum Corp)
- Panel conducts in-person interviews, using questionnaire
- Ranks qualified candidates, created list, submitted to ESB Deputy Chief
Honor Guard Chair Officer Election
- Chair Officers: President, Vice President, Secretary/Treasurer, and Sergeant of Arms
- Reporting Line: President reports directly to the TCSS Captain
- Responsibilities: Training, equipping, staffing, administering Honor Guard functions
- Election Cycle: Every two (2) years
- Nomination/Election Schedule: Nominations in January, and election in March of odd years.
- Term Start Date: May 16th
Retention Committee
- Convened for recommendations on member dismissal, due to continued absence from practice and/or official functions
- Composition: Five (5) Honor Guard members, Pres., Vice, Sec./Treasurer, Sgt. of Arms, General Member
- Evaluation: Evaluates member performance, dependability, appearance, misconduct.
- Recommendation: Recommendation to TCSS Captain (regarding retention/dismissal/suspension)
Honor Guard Member Attendance and Duty Status
- Training Sessions: Minimum four (4) of six (6) mandatory training sessions per year
- Honor Guard Events: Minimum five (5) per calendar year
- Special Duty: Granted Special Duty when engaged in Honor Guard training/ceremonies
- Special Duty Approval: Special Duty status approval via email, to chain of command
Requests for Honor Guard Services
- Requests sent to TCSS Captain or President, notified when either request
- Non-approval Actions: If not able to fulfill request, the Honor Guard Commander provides explanation to the TCSS Captain and requester
- Appeal Process: Parties may appeal disapproval to the ESB Deputy Chief.
- Prohibited Activities: Will not engage in any function that could cause embarrassment or ridicule to the law enforcement agency or the United States flag.
Honor Guard Responsibilities and Procedures (Member Deaths and Funerals)
- Line-Of-Duty Death: Conduct services according to Unit Manual, to assist the family and OPD with organizing the funeral
- President/Vice President notified immediately
- Consultation with the Chief regarding Honor Guard Services
- Non Line-Of-Duty Death: Offers services, based on availability, and family wishes
- Badges/Flags: Black mourning badge bands worn immediately after death, and up to 30/7 days after funeral
- Flags: All OPD flags lowered to half-staff immediately after death, for a 7 day duration following funeral.
Training
- Six (6) one-day mandatory training sessions each year
- Training dates: January, March, May, July, September, and November
- Requests for excusal submitted to Honor Guard President
Uniforms and Equipment
- Honor Guard members issued honor guard uniform & equipment, which is per OPD "Uniforms" & "Equipment" policies.
- TCSS Captain forwards request for uniform/equipment to Police Supply Unit
