Omaha Police Department (OPD) Flag Policy
- The OPD is responsible for proper display and maintenance of all flags.
- Flag placement procedures are outlined for OPD Central Police Headquarters (CPHQ).
- Five flagpoles are used outside the CPHQ building.
- The National Law Enforcement Memorial Flag is flown on the northernmost pole.
- The Nebraska State flag is flown to the south, next to the National Law Enforcement Memorial.
- The United States flag is flown in the middle pole.
- The City of Omaha flag is to the south of the U.S. flag.
- The OPD flag is flown on the southernmost pole.
Half-Staff Status of United States Flags
- The Captain or designee at each OPD building subscribes to an online service to notify them when to display the U.S. flag at half-staff.
OPD Memorial Flag Procedures
- The normal OPD flag is replaced by the OPD Memorial flag for specific occasions.
- These occasions include the death of any sworn OPD employee (active or retired) or when ordered by the Mayor or Chief of Police.
- This includes death of an officer from a nearby jurisdiction.
Flag Lowering/Raising - Death of an Active or Retired OPD Officer
- Any OPD employee who knows of an active or retired officer's death must notify the PIO.
- The PIO notifies the OPD Headquarters Front Desk Duty Sergeant.
- Two uniformed officers or designees will raise the OPD Memorial flag.
- The United States flag remains at full-staff.
- The Nebraska State flag, City of Omaha flag, and National Law Enforcement Memorial flag will be lowered to half-staff. The top edges of each will align with the halfway point of the flag pole.
Flag Raising Procedures (Death of an Active or Retired Officer)
- Flags stay at half-staff until noon on the 7th day or as directed by the mayor or chief.
- Exception: In line-of-duty deaths, flags remain at half-staff for 30 days.
- After the designated period, flags are returned to full-staff according to the following procedure:
- The U.S. flag is lowered and raised to the top of the pole.
- The State flag is lowered and raised to the top of the pole.
- The City of Omaha flag is lowered and raised to the top of the pole.
- The National Law Enforcement Memorial flag is lowered and raised to the top of the pole.
- The OPD Memorial flag is lowered, folded, placed in a protective cover, and stored in a safe place at the Front Desk.
- The OPD flag is rehung and raised to the top of the pole.
Flag maintenance
- The OPD Headquarters Front Desk Sergeant or designee is responsible for flag care.
- Facilities Management handles any flag repairs or replacements.
