Module 2: Significant Contemporary Artists from the Regions

• The goal of this module is to highlight the work of significant contemporary artists from different regions.

Objectives

• Explain the selection process for National Artists.
• Recognize the contributions of National Artists in Philippine visual arts, music, dance and Theater.
• Appraise the National Artist's work using principles, context and forms.
• Produce artwork based on the influence of a chosen National Artist.
• Value the contribution of National artists in Philippine art.

Becoming a national artist

• Several awards are given to recognize artists, including The Order of National Artist.

Organizational Structure of the NCCA

• The National Commission for Culture and the Arts (NCCA) operates through the Board of Commissioners.
• A National Advisory Board (NAB) is formed by the heads of 19 National Committees (NCs).
• The 19 NCs are divided between: Subcommission on the Arts (SCA), Subcommission on Cultural Heritage (SCH), Subcommission on Cultural Dissemination (SCD), and Subcommission on Cultural Communities and Traditional Arts (SCCTA).
• SCA contains Architecture & Allied Arts, Cinema, Dance, Dramatic Arts, Literary Arts, Music, and Visual Arts committees.
• SCH contains Archives, Art Galleries, Historical Research, Libraries and Info Services, Monuments & Sites, and Museums committees.
• SCD contains Communication, Cultural Education, and Language and Translation committees.
• SCCTA contains Northern, Central, and Southern Cultural Communities committees.

The Commission and the Chairperson

• The Commission adheres to Section 9 of RA No. 7356.
• The Office of the Chairperson commission includes a Secretary, NEFCA/Office of the Comptroller, the Legal Service, and the International Affairs Office.
• The Chairperson of the Commission is chosen from the 15 member Board of Commissioners.
• The Board of Commissioners includes: Two Legislative Leaders representatives, six members of Government Ex-Officio, the four subcommission heads. the NCCA Executive Director and a representative from the Department of Education and Tourism.
• The Cultural Agencies recognized are: National Museum of Philippines, Cultural Center of the Philippines, National Historical Commission, The National Library, Komisyon sa Wikang Filipino. National Archives of the Philippines

Award Categories

• The Order of National Artists (ONA) is also known as Orden ng mga Pambansang Alagad ng Sining

Order of National Artist (ONA)

• It is the highest national recognition for Filipino individuals who significantly contributed to the development of Philippine arts.
• The arts it recognizes include: Music, Dance, Theater, Visual Arts, Literature, Film, Broadcast Arts, Architecture and Allied Arts.
• It is administered by the National Commission for Culture and the Arts (NCCA) and the Cultural Center of the Philippines.
• The President of the Philippines confers the award based on the recommendation of both institutions.

Gawad sa Manlilikha ng Bayan

• The award was institutionalized through Republic Act No. 7355.
• The National Commission for Culture and the Arts (NCCA) is tasked with its administration and implementation, and is the main policy-making and coordinating body for culture and the arts.
• The NCCA, in conjunction with a Committee and an Ad Hoc Panel of Experts, searches for the finest traditional artists, adopts measures to promote awareness and skill transfer.

Gawad Alab ng Haraya and Dangal ng Haraya

• Gawad Alab ng Haraya recognizes achievements in the performing arts, cultural conservation, library and information services, arts management, theater productions, cultural journalism, and documentation.
• Dangal ng Haraya recognizes significant contributions to the development of culture and arts by artists, cultural workers, institutions and foundations.
• The NCCA extends mandates such as awards, grants and services to cultural groups and artists.

The Philippine Heritage Awards

• It is an annual conservation recognition program that offers monetary prizes, awards, and citations, which are given by the President of the Philippines.
• Awards are given upon the recommendation of the NCCA for achievements, contributions and services in preservation and conservation efforts.
• This is based on Section 37 of Republic Act No. 10066 or the National Cultural Heritage Act of 2009.
• The Philippine Heritage Awards are given to groups/individuals whose projects have met the following criteria: Project completion within the last two years prior to the closing date of applications within Philippine territory.

Benefits provided to National Artists

• Rank and title of National Artist, as proclaimed by the President of the Philippines.
• A gold-plated medallion minted by the Bangko Sentral ng Pilipinas (BSP) with a citation.
• Material, physical and monetary benefits comparable in value to those received by high-ranking officers.
• These include, at minimum, a Php200,000 cash award, free of taxes.
• A Php50,000 monthly stipend for life.
• Medical and hospitalization benefits not exceeding Php750,000 per year.
• A life insurance policy with premiums paid by the National Government or by donation.
• A state funeral with expenses borne by the Government upon the death.
• Posthumous awardees receive a one-time minimum cash award of Php150,000, net of taxes, payable to the legal heir/s.

Requirements / Criteria for becoming a National Artist

• Must be a Filipino citizen.
• Must have contributed to building a Filipino sense of nationhood.
• Must have pioneered a mode of creative expression or style.
• Must have created a substantial and significant body of work and/or consistently displayed excellence.
• Must have earned national and/or international recognition
• Must have gained respect and esteem from peers and critical acclaim and/or reviews of their works.

National Living Treasures

• It refers to traditional artists.
• Must be an inhabitant of an indigenous/traditional cultural community anywhere in the Philippines.
• Must have been engaged in a folk art tradition for at least 50 years.
• Must have consistently performed or produced over a significant period.
• Must have passed on and/or will pass on to other community members.
• Must possess a mastery of tools and materials.
• A traditional artist who possesses all the qualities of a Manlilikha ng Bayan candidate, but due to age or infirmity, can still be recognized if:
• The community has recognized them as a master and teacher of their craft.
• They have passed on community skills on to other members.
• They have created a significant body of work and/or has consistently displayed excellence.
• They have been instrumental in the revitalization their community's artistic tradition.
• Awardees receive: a specially designed gold medallion, initial grant of P100,000, monthly stipend of P10,000 for life.
• Republic Act No. 7355 states that the NCCA board approved an additional monthly personal allowance of P14,000.
• A maximum cumulative amount of P750,000 for medical and hospital benefits annually, similar to other National Artists.

Gawad Alab ng Haraya

• Guidelines state do not accept self-nomination.
• Must be Filipino group/institution or Individuals.
• Must be knowledgeable in the field of culture and arts.
