Minimum Staffing & Mandatory Call Back (SFD.063)
- Spring Fire Department (SFD) mandates minimum staffing levels for each fire station
- Minimum staffing levels:

Station 70 (E71, R71, E72, E73, L74, L75, E76, E77, E78):
- Officer, Driver, FF1, FF2 (Rehab)
- Rescue 71: Minimum of three (3) personnel
- Rehab 70: Minimum of an Apparatus Operator or acting Operator

Station 70 (E71, R71, E72, E73, L74, L75, E76, E77, E78):
- Preferred crew size for suppression apparatus is four (4) personnel
- Minimum staffing is crucial for emergency response

Open Position Filling:
- First day of 48-hour tour: Responsibility of personnel on the oncoming shift
- Second day of 48-hour tour: District Chief’s responsibility
- Volunteers and Part-Time: Cannot be held over beyond scheduled hours

Shift Filling Process:
- District Chief notifies personnel of vacancies
- Personnel must find relief for the vacancy
- Personnel cannot work over 72 consecutive hours without a minimum of 12 hours off
- At the discretion of the Deputy Chief of Operations, personnel exceeding 72 hours CAN remain on duty
- Personnel must attempt to fill positions with full-time, part-time, or volunteer personnel
- If no relief is found, the District Chief will attempt to move personnel from other stations to meet minimum staffing requirements
- If no personnel are available, personnel are held over
- Held over personnel can continue to find relief for the remaining hours of the shift

Open Positions on the 2nd Day of a Tour of Duty/Mandatory Call Back:
- Filled by the District Chief
- If no personnel are available, off-duty personnel will be called back on a pre-assigned, alphabetical, mandatory call back calendar
- Personnel are permitted to trade mandatory call back days with other personnel
- Mandatory call back exceptions:
- Out-of-town department business/training
- Injury/medical leave/FMLA
- Mandatory call back personnel must be available for contact from the District Chief until 0615
- Failure to respond to mandatory call back will result in disciplinary action

Captain Positions:
- Filled with available full-time and part-time captains
- If no captains are available, personnel will act as the captain and roll the overtime down to the firefighter rank
- Mandatory call back applies

District Chief Positions:
- Filled with available full-time District Chiefs
- If no District Chiefs are available, a senior captain or captain will act in the position and roll the overtime down to the firefighter rank
