Chief Electrical Engineer (CEE) - Zonal Railway

  • CEE is the head of the Electrical department within a zonal railway.

  • The CEE directs, supervises, and manages the Electrical department budget.
  • Acting as Electrical Inspector under the Indian Electricity Act of 1910, (s. 36(1)), The CEE is responsible for all high-voltage electrical installations and equipment owned by the railway (including transmission lines, 25 kV feeder lines, sub-stations, switching stations, even if outside railway property).

Control Over Divisions

  • Senior Divisional Electrical Engineers (Sr. DEEs) are responsible to the CEE for technical matters within their divisions.

Duties of Administrative Officers

  • Administrative officers assist the CEE by handling correspondence (not high-level policy issues), administrative/technical control of electrical traction services, train lighting, air conditioning, and equipment maintenance.
  • They are responsible for periodic inspections and taking corrective action in case of major breakdowns/accidents.
  • They coordinate with other department officials and coordinate effectively with counterparts in other Railways.

Electrical Inspection Duties of CEE

  • Scrutiny and approval of substation, OHE, and other installation designs to comply with Indian Electricity Act and Rules.
  • Inspection of completed installations to ensure compliance with safety requirements.
  • Approval of installation energization.
  • Periodic inspection of installations under relevant Rules.
  • Investigation of electrical accidents and directing measures to prevent future recurrences.
  • Submission of an annual report to the Central Electricity Authority.
