International Organizations: Definitions and Concepts
- International organizations are "secular gods" that are also "Frankenstein monsters", "symbols of imperial internationalism" and "a club for people to get together, talk and have a good time"
- International organizations are "bodies of norms, rules and practices that shape behaviour and expectations"
- International organizations are formal and informal. This course focuses on formal international organizations.
- International organizations are established by states and non-state actors.
Categorization of IOs

Membership:
- Universal: every state can be a member (e.g., UN).
- Limited: only some states can become members (e.g., the EU).

Competence:
- Comprehensive/ general purpose: IO deals with many different issues (e.g., UN).
- Limited/ issue-specific: IO focuses on a specific theme (e.g., WTO).

Function:
- Rule-making organization: makes policy and sets rules (e.g., UN).
- Operational organization: executes policy (e.g., IAEA).

Decision-making authority:
- Intergovernmental: decision taken by all member states (horizontal authority, pooled sovereignty).
- Supranational: decision taken by an organizational body designated by member states (vertical authority, delegated sovereignty).
Three Forces of IOs
- Obligation: direct and indirect.
- Compliance: explicit and implicit.
- Enforcement: direct and indirect.
Three Views on the Role of IOs

Actors: IOs are independent entities with legal personality and social recognition.
- Example: ICC statute: "The Court shall have international legal personality" (Art. 4(1)).
