    • Eligibility Requirements: Children's age must fall within 5-20 years. An employee is eligible to assist up to (a) three, if born prior to a specific date; (b) two, otherwise.   

    • Assistance is contingent on the child's Regular attendance: If a child is absent without a valid reason for longer than a month, assistance is not available.

    • Tuition Reimbursement and Hostel Subsidies: Eligibility and stipulations apply to employees also governed by other services' policies and related Rules regarding reimbursements of any possible tuition fees or any potential subsidies for hostel facilities.

Railway Institutes and Clubs

  • Maintenance Costs: Railway Institutes are considered employee-benefit clubs and are largely funded by the Railway administration.

    • General Costs: The Railway covers initial building costs and electric installations, including necessary furniture, fencing, road paving, playgrounds, and landscaping (gardens), wherever practical.

    • Maintenance Costs: All costs of routine maintenance and repairs, except for maintenance of grounds, are covered by the Railway Administration. 

    • Specific Costs: Costs for watering, mowing and maintenance of the grounds, as well as electrical supplies, and related taxes, are the responsibility of the institute/club. Cost of water supplied en-masse is also the responsibility of the institute/club.

  • Eligibility for Accommodation: Class IV staff may be eligible for rent-free accommodation in Railway Institutes. 

Holiday Homes

  • Guidelines for Setup: Railway administrations should follow guidelines to ensure feasibility, avoiding excessive capital outlay; prioritize available buildings with necessary renovations and upkeep.

Other Staff Welfare Items, and Policies

  • Membership: Membership in Railway Institutions is optional.

  • Sports and Recreation: Fostering healthy physical exercise in railway employees.

  • Swimming Pools: May be a separate component of facilities.

  • Children's Parks: For children of railway employees.

  • Mobile Libraries: For employees of locations without ready access to libraries.

  • Vocational Centres: Providing training in trades such as carpentry and fitting, with an emphasis on skills accessible promptly.

  • Handicraft Centers: Training for women in crafting.

  • Statutory Canteens: Canteens for Railway employees may operate based on statutory obligation or independent decisions. 

  • Convalescent Homes: Facilities for recuperating railway workers.   

  • Scouts and Guides Units: A branch of a national-level organization (i.e., Scouts and Guides) is possible within a state unit of the Railway. Also, staff may be permitted temporary vacation from duties if necessary and appropriate.
