  • HR Unit: Forecasts needs, prepares ads/campaigns, plans and conducts efforts, audits and evaluates activities.

  • Managers: Anticipates needs, determines KSAs, assists with information on job requirements, reviews recruiting success/failure.

  • Organization-Based vs. Outsourced Recruiting:
