Study Notes

Hot Work

  • Marine Chemist must inspect and sign a sheet daily after hot work.
  • Competent person must reinspect if the sheet is not signed
  • Contractor must prepare a hot work chit and notify EOW 24 hours in advance.
  • Chit needs the signature of the EOW and CO if in a confined space
  • Hot work must be conducted in a 13-man duty section.
  • Outside the shop, the following need to sign off on the hot work chit: EOW, OOD, GFE, EO
  • GFE's: LTJG Bragaw, LTJG Phillips
  • Fire watch required with water extinguisher, radio, goggles.
  • Fire watch needs to remain on duty for 30 minutes after work finishes (or until cooled).
  • Fire watches are needed on both sides of the boundary during hot work on bulkheads or decks.
  • Hot work chits are posted at each entrance.
  • If there is an IDLH (Immediately Dangerous to Life or Health), CO must sign.
  • Hot work stops when there is no fire watch.
  • Contractor welding becomes fire watch until another person takes over.

Power Outages

  • Ensure STBY Gen kicks on.
  • Confirm the system is intact.
  • Ensure vital load restart enabled on MCMS.
  • Reset fire alarm panel
  • Address vital Fans, non-vital fans, VCHT, and HF rooms.
  • Check Graywater, hot water pumps, and boat retrieval panels.
  • Verify breakers on SWBD.
  • Notify EO once everything is done.

Safety Standards

  • Inform EO according to standing orders.
  • EO in charge of engineering watches.
  • EO in charge of tagout log and acts as fire marshall.
  • Rounds at 1000, 1400, 1800, and 2200 (or as needed).
  • Secure all engineering spaces.
  • Follow lighting off schedule and steaming orders.

Man Aloft

  • Notify EO if going aloft.
  • Zones 1-5 have different requirements for personal fall arrest safety equipment.
  • Zone 1 (Top of Bridge) - no PFAS required unless going over the edge, on the doghouse.
  • Zone 2 (Lower Two Yardarms) - PFAS not needed unless going over the edge.
  • Zone 3 (Upper Mast) or Zone 5 (Front of Bridge) - working outside the mast requires PFAS.
  • Zone 4 (Top of Stackhouse) - restricted, PFAS required if near platform edge.

Divers Down

  • Coordination with divers is required the day before tasks to be performed.
  • Preparation of a Diving Safety Checklist and Briefing.
  • The Briefing must include Emergency Plan and Communications overview and Environmental Conditions.
  • Tag out sections

Toxic Gas

  • Confined spaces are deemed IDLH when oxygen content is less than 19.5% or more than 22%.
  • Flammable vapors must have concentrations of 10% or more of the lower explosive limit.
  • Toxicants must be below safe limits per National Institute for Occupational Safety and Health standards.
  • Sprinklers and APC systems must not be compromised if toxic gas leak.

Parasense 3300

  • Refrigerant Monitors are installed in A/C and Reefer Flats (4 in A/C, 2 in Reefer).
  • Additional monitors in crew staterooms (2).

  • Anyone not in the duty section must muster.

Flooding

  • Report the location, size, flow rate, and source of any flooding.
  • Rapid Response (EOW, JEOW, Security) responds and isolates the area.
  • Ensure mechanical and electrical isolation of space.
  • Set generators and perform actions for drainage.
  • Report to EO if the flooding cannot be contained.
  • CO permission should be sought before dewatering.

Fire

  • The Rapid Response takes initial actions (Securing, machinery, fuel/lubricant valves, extinguishers, etc.).
  • Identify issues if the fire is out of control (Activate installed systems, 440V and ventilation, set boundaries, man up the furthest repair locker, and call fire fighters).
  • Ensure two fire teams enter the space.

Fire Department

  • When the Fire Department is involved, prioritize safe procedures and secure ventilation.
  • JEOW should assist with escorting the Fire department and securing appropriate water lines.
  • Communicate with Fire Dept with cognizance over the ship.
