Study Notes
Incident Management System
- The Hoffman Estates Fire Department has adopted the National Incident Management System (NIMS) for two major reasons: to protect personnel safety and to relieve the burden on incident commanders.
- NIMS provides clear lines of authority and responsibility, ensuring all personnel are supervised and accounted for.
- NIMS eliminates free-lancing and enhances firefighter safety by allowing the Incident Commander (IC) to better coordinate companies.
Command
- The first functional area of NIMS is COMMAND, which has overall responsibility for the incident.
- The Incident Commander serves the function of Command and establishes the goals and objectives that all other resources will work toward accomplishing.
- The IC develops, implements, monitors, and modifies the action plan that others will follow to control the incident.
Command Staff
- The IC can create four Command Staff Officers who will report directly to the IC:
- SYSTEMS OFFICER (610)
- SAFETY
- LIAISION
- PIO
Systems Officer
- The SYSTEMS OFFICER (610) is responsible for maintaining adequate coverage in the response area when a large number of resources are committed to a major incident or multiple incidents.
Incident Types
- Certain incidents require a strong command from the onset, such as:
- Critical rescue situations
- Working incidents that require further investigation
- Incidents where the safety and welfare of firefighters is a major concern
Defensive Attack
- Exterior fire suppression operations directed at protecting exposures.
Command Transfer
- Command is transferred to improve the quality of the command organization.
- Guidelines for transfer of command include:
- The first arriving fire department member assumes command.
- The second arriving Command Officer reports to the Command Post to assume a designated position.
- Assumption of command is discretionary for the Deputy Chief and the Fire Chief.
- The officer being relieved briefs the officer assuming command using a C.A.N. report (Conditions, Actions, and Needs).
Helpful Hints
- Chief Officers will only operate in the command mode unless given an assignment by Command.
- As the incident escalates, the Incident Commander should use Chief Officers to strengthen command and fill needed support functions.
- When the first arriving unit is a Chief Officer, efforts should be directed towards establishing a command post and fulfilling the command functions.
- A command post at or near the vehicle equipped for this purpose is a priority at all working incidents.
