    Study Notes

Health, Safety & Environment (CDB 1012/CEB 1032) Module 2.2 Emergency Response Plan (ERP)

    • Emergencies and disasters can occur without warning. Preparation is key to minimizing panic during an emergency.
    • The purpose of an Emergency Response Plan (ERP) is to establish policies, procedures, and an organizational hierarchy to respond to emergencies at any time.
    • Emergency + Unpreparedness = Expensive Lesson
    • Unpreparedness has costs in multiple areas: Legal, Business, Medical, Environmental, Property Damage, and Human loss.
    • Key objectives for an ERP include: increasing preparedness, meeting legal requirements, preventing injuries and loss of life, conserving the environment, minimizing property damage, resuming normal operations, and protecting image/reputation.
    • The ERP acts as a guide on actions during an emergency, providing immediate and appropriate responses while ensuring safe working conditions are resumed as soon as possible.
    • It also ensures all emergency equipment is maintained, personnel is trained to use it correctly, and off-site emergency services are coordinated.
    • The Occupational Safety and Health Act 1994 (Control of Industrial Major Accident Hazards) Regulation includes key regulations for emergency planning:
      • Regulation 18: On-Site Emergency Plan
      • Regulation 19: Updating of On-Site Emergency Plan
      • Regulation 20: Review of On-Site Emergency Plan
      • Regulation 21: Off-Site Emergency Plan
    • The Environmental Impact Assessment. (EIA) Section 34A also requires Emergency Response Plans, especially when there is a risk of upset.

    OSHA Emergency Response Plan Elements

    • Pre-emergency planning, personnel roles, lines of authority and communications methods should be established.
    • Emergency recognition, prevention, procedures, safe distances, places of refuge, site security, evacuation routes, and decontamination procedures are also crucial.
    • Emergency medical treatment, first aid, emergency alerting and response procedures should also be considered, along with personal protective equipment.

National Security Council Directive No. 20 (MKN 20)

    • Directive No. 20 aimed to establish multi-tiered disaster management and assistance policies (for land-based disasters) and create management mechanisms to determine government agencies' roles and responsibilities in disaster mitigation.

    ISO 14001 Requirements (Clause 4.4.7)

    • Procedures to identify potential accidents and emergency situations, and to prevent and mitigate their environmental impacts must be established and maintained by the organization.
    • Emergency preparedness and response procedures must be regularly reviewed and revised, especially when incidents occur. Organizations should also periodically test these procedures where practical.

    Why an ERP is Necessary?

    • Speed of response can differentiate between life/death & minimal/major damages.
    • Prompt reaction prevents panic and brings situations under control, reducing injuries and damages.

    Elements of an ERP

    • Plan Administration & Maintenance (Distribution List, Preventive Maintenance & Testing, Training Schedule, Plan Review & Updates, Equipment Testing, Evaluation & Audit Reports, Debriefing, Amendment List)
    • Information (Emergency Organisation Chart, Roles and Responsibilities, Notification & Call Out List, Plant Maps & Security, Equipment & Facilities List, Evacuation Procedures, Emergency Shutdown Procedure, Hazardous Materials List)
    • Emergency Action Procedure and Format (Specific Emergency Response Procedures, Notification & Call Out Lists, Alarm Sequence, Relative and Media Response Procedure, Termination of Emergency)

    Site Emergency Plan

    • A detailed description of an organization's policy and procedures to manage emergencies on site.
    • Key components should ensure people and property protection and adherence to local government emergency plans.

    Why Plan for Emergencies?

    • Past experience demonstrates that pre-planned responses minimize injury, property damage, and confusion.
    • Organizations that have clear emergency plans are more likely to survive an event.
    • All personnel, including employees and clients, need to know response procedures for personal safety.

ERP Development - Organisation and Coordination

    • An emergency coordinator, incident commander, and specialists (medical, fire, security, safety, other) are necessary. Establish a clear hierarchical structure within the plan.

ERP Development - Why It's Important

    • Understanding local emergency response plans is essential to coordinated incident control.
    • Clarity about command structures prevents confusion.
    • Knowledge of emergency response unit capabilities is critical.
    • Strong relationships within the response system are essential to success. Strong communication links need to be established.

    ERP Development - Emergency Coordinator

    • Frontline management to problem-solving.
    • Create tactical plans and execute them.
    • Determine if outside assistance is needed, and if needed, assume command, activate resources, implement emergency plans, determine response strategies, and declare the incident over.

ERP Development - Emergency Operation Center (EOC)

    • EOC requires communication equipment, copies of the emergency plan and EOC procedures, blueprints, maps, and status boards, a list of Emergency Action Group (EAG) members and their duties, technical information and data, data/information management capabilities, telephone directories, backup power, communications, and lighting.

    ERP Development - Communications

    • Establish employee notification procedures for emergencies.
    • Post-emergency telephone numbers and maintain a list of responders' contact information.
    • Consider a weather radio watch for situational awareness, communicate with audible or visible signals to all personnel.
    • Ensure there is auxiliary power to support communications.

    ERP Development - Other Considerations

    • Evacuation planning, conditions warranting evacuation, personnel authorized to order evacuation, systems to account for personnel, and areas for disabled and non-English speakers should be considered.

    Ensuring ERP Effectiveness

    • Regular audit and review of the plan's effectiveness is crucial.
    • Response centers are needed to manage emergencies.
    • Plans and procedures should be reviewed regularly for compliance.
    • Maintenance of emergency communication equipment is needed.
    • Training and exercises are important.
    • Learning experience from past events should be used to improve existing plans and procedures.

Ten Most Common Errors in ERPs

    • Sources report lacking upper management support, lack of employee buy-in, poor/no planning, lack of training/practice, no designated leader, failure to keep the plan up-to-date, no communication method, not incorporating OSHA regulations, no procedure for shutting critical equipment down, and employees not knowing their roles.
