Bernalillo County Hazard Communication Program
- All individuals within the Bernalillo County Fire and Rescue Department are required to comply with the Bernalillo County Hazard Communication Program.
- The program is compliant with OSHA regulations found in 29 CFR 1910.1200.
Right to Know Compliance Center
- Each fire station must have a visible "Right to Know Compliance Center".
- This center must contain information about the location of Safety Data Sheets (SDS), including digital formats.
Labeling
- All chemical bottles must be properly labeled.
- Labels are typically provided by the manufacturer.
- If a bottle lacks a label, one must be requested through the Logistics Division.
- If chemical characteristics are known (e.g., flammable or corrosive), this information must also be included on the label.
Responsibilities
Fire Chief
- Responsible for developing, implementing, and maintaining a policy to ensure departmental compliance with the Hazard Communication Program.
Logistics Division
- Responsible for maintaining and updating the Safety Data Sheets (SDS) in a digital format.
- Ensures new chemicals are delivered to the appropriate locations and personnel are made aware.
- Provides replacement labels upon request from company officers.
- Disposes of expired, unneeded, or unidentifiable chemicals in a safe and appropriate manner.
Captain
- Ensures each station has a visible "Right to Know Compliance Center".
- Must request a replacement if a center is missing.
Company Officer
- Ensures members comply with the Hazard Communication Program and participate in annual training.
- Maintains the chemical inventory at their station and substations, including knowing allowable chemical quantities.
- Ensures personnel understand the proper use and disposal of chemicals.
- Enforces safety practices, such as using appropriate personal protective equipment (PPE), implementing safety precautions, and utilizing SDS as a reference.
- Verifies digital SDSs have been uploaded to SharePoint for new chemicals.
- Contacts Logistics if an SDS is missing for a new chemical.
- Ensures chemicals are transferred and labeled appropriately.
- Participates in required Hazard Communication Training annually.
Personnel
- Reads SDS and labels of products in their work area.
- Familiarizes themselves with safety precautions, chemical and physical properties, and potential health hazards of chemicals.
- Exercises precautions during the safe use of hazardous chemicals, including wearing PPE as specified on the SDS or recommended by Risk Management Loss Control/Safety.
- Reports any deficiencies in hazard communication (e.g., missing SDS, improperly labeled containers, missing chemicals on the inventory) to the Company Officer.
- Reports working conditions that pose substantial personal exposure to hazardous chemicals to the Company Officer.
