Study Notes
GCF Results Frameworks for Funded Activities
- Projects/programmes use 2 different results frameworks: Initial RMF (B.07) and IRMF (B.29).
- Projects approved between B.07 – B.31 use the Initial RMF.
- Projects approved after B32 use the IRMF.
- Three result levels include GCF impact, outcome and projects/programmes
Integrated Results Management Framework (IRMF)
- The framework is used for funded activities.
- The IRMF covers the period up to 2022.
- There are eight result areas.
- SCALE, REPLICABILITY and SUSTAINABILITY are paradigms that contribute to POTENTIAL SHIFT.
- MITIGATION AND ADAPTATION, and ENABLING ENVIRONMENT contribute to PROJECTS AND PROGRAMMES
- Mitigation result areas include energy generation and access, low-emission transport, buildings, cities, industries and appliances, and forestry and land use.
- Adaptation results areas include most vulnerable people and communities, health, well-being, food and water security, infrastructure and built environment, and ecosystems and ecosystem services.
- There are 4 core indicators for overall MRAs and/or ARAs.
- There are 16 supplementary indicators for one or more MRAs or.
IRMF Core and Supplementary Indicators by Result
- Type and indicators are measured against different Mitigation and Adaptation results areas: MRA1, MRA2, MRA3, MRA4 ARA1, ARA2, ARA3, ARA4.
- Core Indicator 1: GHG emissions reduced, avoided, removed/ sequestered (Mt CO2e).
- Core Indicator 2: Direct and indirect beneficiaries reached (number of individuals).
- Value of physical assets are made more resilient to the effects of climate change and/or more able to reduce GHG emissions (USD eq).
- Hectares of natural resources areas are brought under improved low-emission and/or climate resilient management (Ha).
- Indicators in the Enabling Environment(Institutional and regulatory frameworks, technology deployment, market development and transformation, knowledge generation) are qualitative and not mapped to result areas.
Ex-ante and Ex-post Mitigation and Adaptation Results
- Ex-ante: Total lifetime GHG emissions reduction and beneficiaries are projected up to 2024.
- Ex-post (Dec. 2023): 71M Tons COâ‚‚ eq mitigated and 141M Beneficiaries reached.
- 66% Beneficiaries with improved food security
- 56% 4.1 Ecosystem restoration
- 29% Climate-resilient livelihood options and Low-emission energy capacity
- 26% Climate information and early warning systems
- 5% Climate-resilient water security
Readiness Programme Results Management Framework (RRMF)
- The framework covers 2019-2021, Readiness Strategy 2024-2027, and to be revised in April 2025 as RRMF 2.0.
- There are three objectives, and associated outcomes: capacity-building, paradigm-shifting GCF pipeline development, and knowledge sharing and learning
Readiness Programme Results
- Data is reported against RBM 1.0.
- Objectives include capacity building, strategic frameworks, NAP and NAP process, pipeline development, and knowledge sharing and learning.
- 612 NDA/focal point trained in climate finance.
- 26 DAEs supported with capacity.
- 62 Nominated DAEs.
- 84 Countries Programmes developed, updated or endorsed.
- 5 NDCs revised/updated.
- 13 Technology Needs Assessments.
- 21 Vulnerability studies completed.
- 9 Countries with NAPs developed or updated.
- 21 Sectoral/ sub-national adaptation plans developed/updated.
- 336 CNs for priority sectors developed.
- 16 FPs developed and submitted.
- 46 Countries with knowledge products developed.
- 21 Countries with knowledge platforms developed.
Transformational Change
- Transformational change should be at the core of GCF's vision and mission, and the basis of a Theory of Change.
- There are five dimensions of transformational change that can be observed and assessed within the GCF's MEL Framework: RELEVANCE, SYSTEMIC CHANGE, SPEED, SCALE, and ADAPTIVE SUSTAINABILITY.
- Deployment of solutions in complex systems do not follow linear paths.
Technology Diffusion
- The location on the technology diffusion S-curve helps determine the relevant transformational change dimensions.
- Tipping points are where solutions begin to outcompete existing high-carbon solutions and scale accelerates.
- Contextual factors and enabling environment determine actual solution adoption.
- The goal is translating successful pilots and promising business models into mainstream deployment.
