Fire Safety Management - Premises Emergency Data
- Fire Safety Manager (FSM) is required to provide comprehensive information to the Singapore Civil Defence Force (SCDF) regarding building safety.
- Different buildings have varying levels and types of risk.
- This data helps SCDF make effective decisions about fire-fighting equipment and mitigation measures during emergencies.
- The data enables SCDF to develop a Contingency Plan for each premise.
- The FSM's responsibility is to prepare Premises Emergency Data (PED).
Contingency Plan
- The first part of the SCDF Contingency Plan is developed by the CD Division.
- The plan covers the concept of operations and overall management of premise incidents.
Premises Emergency Data (PED)
- PED contains information needed by the SCDF Incident Commander during emergencies.
- The FSM provides the required building data.
- Data includes threat assessment, occupancy load, usage, key personnel, emergency response resources, fire risk, and fire protection systems.
Procedure for Submission of PED
- The CD Division provides a PED template and guidelines to the FSM.
- The FSM completes the PED form.
- The completed PED should be submitted to the Division HQ within three months of notification.
- Annual revisions to PED are done if necessary.
- The Division HQ will notify FSM in between annual submissions if revisions are required.
Operational Survey
- A station-in-charge will conduct an operational survey to verify submitted PEDs.
- This survey verifies the accuracy of the data submitted.
- Any inaccuracies are amended.
- Amended PEDs are submitted to the relevant Division.
- The survey takes place within two months of PED receipt.
