    • Assisted by Dr. Sherif Arif Ph.D, Senior Environment Consultant to the Environment Global Practice of the West and Central Africa - SAWE4
    • Course duration: May 2022

    Objective of the Course

    • To provide an overview of the newly adopted safeguard standards by the African Development Bank (AfDB), the International Finance Corporation (IFC), the Global Environment Facility (GEF), and the World Bank (WB)
    • To highlight the similarities and differences between the standards

Rationale for an Integrated Safeguard System (ISS)

    • In 2012, the AfDB concluded that its existing environmental and social assessment procedures (ESAP) and cross-cutting policies were unsuitable as the basis of an integrated safeguard system
    • These existing policies lacked a clear, integrated set of operational environmental and social requirements that could be easily understood by borrowers, Bank officials and external observers
    • Therefore, there was a need to develop a new Integrated Safeguard System (ISS) based on the existing cross-cutting and sectoral policies and current Environmental and Social Assessment Procedures (ESAP)

    Rationale (Continued)

    • Adoption of the ISS will enable the AfDB to:
      • Collate the fundamental elements of the Bank's existing policies to reduce associated transaction costs
      • Update the Bank's safeguard requirements based on best practices, current priorities, emerging issues, and lessons learned from previous implementations
      • Operationalize the Bank's ESAP to facilitate safeguard compliance
      • Assist in harmonizing environmental and social safeguards, and to improve the implementation of these safeguards

    The Integrated Safeguard System (ISS)

    • Consists of Bank Policies (including cross-cutting aspects)
    • Operational Safeguards
    • ESAP/Procedures
    • Guidelines (e.g., IESIA)

Objectives of the Operational Safeguards (OS)

    • To clearly establish the environmental and social requirements with which the Bank expects borrowers or clients to comply
    • To strengthen the capacity of the Bank and borrowers/clients to integrate environmental and social-impact considerations in Bank operations
    • To assist regional member countries and borrowers/clients in strengthening their safeguard systems and developing their capacity to manage environmental and social risks
    • To prevent projects from adversely affecting the environment or local communities
    • To minimize, mitigate or compensate for adverse effects where prevention is not possible
    • To systematically consider climate change impacts and the contribution of projects to global greenhouse gas emissions

    The Five Operational Safeguards (OS)

    • OS 1: Environmental and Social Assessment
    • OS 2: Involuntary Resettlement
    • OS 3: Biodiversity and Ecosystem Services
    • OS 4: Pollution Prevention and Control
    • OS 5: Labor Conditions, Health and Safety

Relationship Between OS's, the AfDB's Policies and the MDB Best Practice

    • Requirements drawn policy on the environment
    • Various cross-cutting and sector policies
    • Specific requirements in policy on disclosure of information

The International Finance Corporation (IFC) Sustainability Framework

    • IFC's Sustainability Framework articulates the Corporation's strategic commitment to sustainable development, and is an integral part of IFC's approach to risk management
    • Designed to help IFC clients avoid and mitigate adverse impacts
    • Promotes risk management that is commensurate with the level of risks, incorporating time-based action plans

The Performance Standards on Environmental and Social Sustainability

    • Directed towards clients, providing guidance on how to identify risks and impacts
    • Designed to help avoid, mitigate, and manage risks and impacts as a way of doing business
    • Including stakeholder engagement and disclosure obligations of the client

The 8 Performance Standards of IFC

    • Standard 1: Assessment and Management of Environmental and Social Risks and Impacts
    • Standard 2: Labor and Working Conditions
    • Standard 3: Resource Efficiency and Pollution Prevention
    • Standard 4: Community Health, Safety, and Security
    • Standard 5: Land Acquisition and Involuntary Resettlement

    Performance Standards (Continued)

    • Standard 6: Biodiversity Conservation and Sustainable Management of Living Natural Resources
    • Standard 7: Indigenous Peoples
    • Standard 8: Cultural Heritage

The Global Environment Facility (GEF) Policy on Environmental and Social Safeguards

    • Sets out GEF's approach to anticipating, avoiding, preventing, minimizing, mitigating, managing, offsetting, or compensating adverse impacts of GEF-financed projects
    • Supported by Policy on Stakeholder Engagement, Policy on Gender Equality, and Minimum Fiduciary Standards for GEF Partner Agencies

    Minimum Standards

    • Nine Minimum Standards (MS) for Agency policies, procedures, systems for identifying and addressing environmental and social risks and impacts in projects; for Agency's compliance,
    • Environmental and Social Assessment, Management and Monitoring
    • Restrictions on Land Use and Involuntary Resettlement
    • Indigenous Peoples
    • Cultural Heritage
    • Resource Efficiency and Pollution Prevention
    • Labor and Working Conditions
    • Occupational Health and Safety

    Additional GEF Guidelines

    • Guidelines related to policies on environmental and social safeguards, Gender Equality, Stakeholder Engagement, monitoring, and fiduciary standards

The World Bank Environment and Social Framework (ESF)

    • Has three main parts:
      • A Vision for Sustainable Development
      • An Environment and Social Policy (World Bank responsibilities)
      • 10 Environmental and Social Standards (Borrower responsibilities)

    Ten Environmental and Social Standards

    • ESS1: Assessment and Management of Environmental and Social Risks and Impacts
    • ESS2: Labor and Working Conditions
    • ESS3: Resource Efficiency and Pollution Prevention
    • ESS4: Community Health and Safety
    • ESS5: Land Acquisition, Restrictions on Land Use and Involuntary Resettlement
    • ESS6: Biodiversity Conservation and Sustainable Management of Living Natural Resources
    • ESS7: Indigenous Peoples/Sub-Saharan African Historically Underserved Traditional Local Communities
    • ESS8: Cultural Heritage
    • ESS9: Financial Intermediaries
    • ESS10: Stakeholder Engagement and Information Disclosure

Similarities and Differences among the MDBs

    • The core environmental and social standards (E&S standards) among the four major Multilateral Development Banks(MDBs) are very similar, despite differences in titles and connotations.
    • The African Development Bank (AfDB) has only five operational standards, while other MDBs have more complete frameworks.
    • The MDBs generally use different approaches to risk assessment and categorisation (e.g, IFC's use of screening categories, World Bank's use of ESIA, ESMP)
