Incident Response
- Triage teams prioritize critically injured victims through the Transition Area, which may change locations depending on the incident.
- Casualty Collection Point (CCP) is a temporary location for gathering, triaging, and stabilizing casualties before evacuation.
Casualty Collection Point
- CCP may be located in the warm zone where vehicle access is limited.
- Multiple CCPs may be established based on the size and complexity of the incident.
Refuge Area
- Refuge Area is a secured area for uninjured evacuees where Law Enforcement (LE) can gather witness statements, intelligence, and incident information.
- Injured victims take priority in initial stages of the incident.
- Tasks such as evidence collection, witness statements, and intelligence gathering should be performed prior to releasing evacuees from the scene.
Triage, Treatment, and Transport (TTT)
- Attention must be given to clearing victims of hazards (e.g., contaminants, weapons) before entering the TTT Area.
- Formal triage takes place in the TTT Area after victims have moved from the Warm Zone through the Dirty/Clean Transition Area.
Sifting and Sorting
- Sifting is the process of determining which victims can self-extricate, require an Extraction Team, or be left in place.
- Sorting is the process of assessing a victim's injuries.
- Sifting and sorting is done by RTFs in the Warm Zone, using uniquely designed markers to identify victims who need immediate removal.
MCI Procedures
- MCI procedures are integrated into the incident management system.
- First-arriving company officer is responsible for implementing these procedures on any multi-casualty incident.
- MCI procedures follow the National Incident Management System (NIMS) and the Clark County Multi-Jurisdictional Mass Casualty Plan.
MCI Definitions
- Level 5 MCI: 5-10 patients, typically handled by the department having jurisdiction, with optional use of the Emergency Operations Center (EOC).
- Level 4 MCI: 10-25 patients, requiring regional and multijurisdictional medical mutual aid, with possible use of the EOC.
- Level 3 MCI: 25-50 patients, exceeding single-jurisdiction resources, requiring a concerted multi-agency effort, and activation of the EOC.
