Science and Technology in the Philippines

• The "Science and Technology Agenda for National Development (STAND)" program was established during the Ramos administration, identifying seven export products, 11 domestic needs, three supporting industries, and the coconut industry as priority investment areas.

Export Products and Domestic Needs

• The seven export products identified were:
  • Computer software
  • Fashion accessories
  • Gifts, toys, and houseware
  • Marine products
  • Metal fabrications
  • Furniture
  • Dried fruits
• The 11 domestic needs identified were:
  • Food
  • Housing
  • Health
  • Clothing
  • Transportation
  • Communication
  • Disaster mitigation
  • Defense
  • Environment
  • Manpower development
  • Energy
• Three additional support industries identified were:
  • Packaging
  • Chemicals
  • Metals

Gloria Macapagal-Arroyo Administration

• The administration implemented numerous laws and projects focused on the environment and science to increase the country's economic level.
• The goal was to increase productivity from Science, Technology, and Innovations (STI) and benefit the poor.

Hopes in Philippine Science and Technology

• The NOAH project developed hydromet sensors and high-resolution geo-hazard maps for flood modeling.
• NOAH helps the government provide timely warnings with a lead time of at least six hours in the wake of impending floods.
• The Intelligent Operation Center Platform was established in collaboration with the local government of Davao City and IBM Philippines Inc.
• The platform allows authorized government agencies to use analytics software for monitoring events and operations in real-time.

Current Initiatives

• The DOST, in cooperation with HEIs and research institutions, established advanced facilities to spur R&D activities and provide MSMEs access to testing services.
• One example is the Advanced Device and Materials Testing Laboratories.
• The center houses advanced equipment for failure analysis and materials characterization to address advanced analytical needs for quality control, materials identification, and R&D.

American Period

• Science was inclined towards agriculture, food processing, forestry, medicine, and pharmacy during the American period.
• The University of the Philippines Los Baños opened the College of Agriculture in 1909, while the University of the Philippines – Diliman opened the Colleges of Arts, Engineering, and Veterinary Medicine in 1910.
• The College of Medicine was opened four years later.
• The government provided more support for the development of science and created the Bureau of Government Laboratories, later changed to the Bureau of Science.
• The Bureau of Science served as the primary training ground for Filipino scientists and paved the way for pioneering scientific research, especially on tropical diseases.
• The Bureau of Science published the Philippine Journal of Science and became the primary research center of the Philippines until World War II.
• The National Research Council of the Philippines was established on December 8, 1933.
