IMDG Code - Part 5 Consignment Procedures
- Dangerous Goods Acceptance: A carrier cannot accept dangerous goods for transport unless they are accompanied by a copy of the dangerous goods transport document and other required documents, or the information is provided electronically.
- Electronic Data Processing: Electronic data processing (EDP) and electronic data interchange (EDI) technologies are permitted as alternatives to paper-based documentation. All references to "dangerous goods transport document" encompass electronic methods.
- Similar Documents: Dangerous goods transport documents should contain information similar to other types of freight, as specified by international conventions and national regulations. The documents must have the specific requirements of the regulations the commodities being shipped are under .
- Fundamental Information: Dangerous goods transport documents must include fundamental information about the hazards of the goods.
- Consignor's Responsibility: The consignor must provide the carrier with all relevant information about the dangerous goods, including additional documents, if required by the Code. Electronic methods are acceptable if agreed upon by the carrier.
- Transport Documents: The transport document may be a single or multi-page document, with consecutively numbered pages. The text must be easy to identify, legible, and durable. The dangerous goods must be distinctly marked/listed first in case non-dangerous goods are present on the same document as well.
- Proper Shipping Name: The proper shipping name should be supplemented by any technical names, if applicable. This applies to N.O.S. (Not Otherwise Specified) and other generic descriptions items, with special conditions being noted.
- Empty/Uncleaned Contents: Empty containers, if holding any residue of dangerous goods, must be marked accordingly
- Waste: "Waste" should precede the proper shipping name for waste materials
- Molten Substances: When transporting a liquid that is a solid at normal temperatures as a molten substance, the word "MOLTEN" should be added to the proper shipping name.
- Elevated Temperature: If a liquid is heated over 100°C or solid over 240°C, "HOT" precedes the proper shipping name
- Marine Pollutants: If the goods are marine pollutants, this must be designated on the document
- Flashpoint: If the substance's flashpoint is below or equal to 60°C, the minimum temperature must be noted in the transport document. This applies to class 3 substances, and the presence of impurities might affect the referenced temperature.
- Damaged/Defective Lithium Cells: Indicate this, as applicable, when Lithium cells or batteries are moved.
- Stable/Temp. Controlled: If stabilization is used, "STABILIZED" must be added to the proper shipping name, and for temperature controlled "TEMPERAURE CONTROLLED" must be added to the name.
- Total Quantity: The total quantity of dangerous goods of different classes must be displayed on the document.
Dangerous Goods Description
- UN Numbers: The UN number of each dangerous substance, material, or article is to be given
- Order of Elements: Elements must be in the following order when describing items: UN number, proper shipping name, hazard class, subsidiary hazard class or division number(s), package group
- Additional Information: Additional information may be needed after the dangerous goods description, depending on the specific characteristics of the substances.
Hazardous Materials Transport
- Explosives: The specific entry for the appropriate hazard division and compatibility group will be used in appropriate documentation. Details like whether the goods are “SUBSTANCES, EXPLOSIVES” or “ARTICLES, EXPLOSIVES” are required .
- Radioactive Material: The name, symbol of each radionuclide must be provided or a description for mixtures of radionuclides. The form of the element must be given as well as its activity for transport.
- Infectious Substances: The consignee's complete address with the corresponding responsible person and phone number must be included in the transport document.
Documentation
- Transport Document: Must include all details on dangerous goods, as well as the relevant statements. This may be one document or several, but all must be attached.
- Certificates: If required by competent authorities (e.g., for certain hazardous materials or shipments to different countries), appropriate certificates must be included.
- Information Location: Information must be clear and legible, with appropriate formatting. Information must be included at the top of the document for ease of identification.
- Additional Information: Include specific information as required.
- Container/Vehicle Packing Certificates: Details/certification of the condition of receiving, loading and compliance with regulations are needed.
Special Provisions - Fumigation
- Limited Quantity: If cargo is under the quantity limit, this must be marked on the transport document.
- Salvage Packaging: If using salvage packaging for goods, this must be marked and included in the document with any appropriate information for the type of container being used.
- Temperature Control Substances: Documents need to state if substances require temperature control, as well as any limitations.
- Special Provisions and Exemptions: The specific requirements for special provisions or exemptions should be followed in the document
- Container/Vehicle markings: Instructions for marking for the container/vehicle must be explicit, with details of the warning markings. These markings must be visible and conform with applicable regulations
Special Provisions - Cooling/Conditioning
- Coolant or Conditioner: Packages holding dangerous goods for conditioning must be marked according to packing instructions. These must also meet the appropriate marking and handling to prevent rupture and damage. Cooling/Conditioning units should be in compliance with ventilation standards.
- Dry Ice: Dry ice must be separated from the metal to prevent damage. The necessary measures to be taken for this and all steps for handling and movement during transport must be included in documentation.
Minimum Information Needed
- Transport Name: Must include the correct transport name, class, UN number, quantity, and relevant markings.
- Additional Information: Detailed information regarding waste materials, heated goods, infectious goods, radioactive material, and other requirements specified by the Code is necessary.
