Power of Attorney for DEA Forms 222 and Electronic Orders
- A registrant can authorize one or more individuals to issue orders for Schedule I and II controlled substances on their behalf by executing a power of attorney for each individual.
- The power of attorney must be maintained on-site at the registered location with executed Forms 222, available for inspection together with other order records.
- A registrant can revoke any power of attorney at any time by executing a notice of revocation.
Controlled Substances Schedules
- Schedule I: No currently accepted medical use, high potential for abuse, and lack of accepted safety for use under medical supervision.
- Schedule II: Currently accepted medical use, high potential for abuse, and severe psychological or physical dependence.
- Examples of Schedule II controlled substances include tapentadol, lisdexamfetamine, hydrocodone products, and anabolic steroids.
- Schedule III: Currently accepted medical use, abuse potential less than Schedule I and II, and moderate or low physical dependence or high psychological dependence.
- Examples of Schedule III controlled substances include acetaminophen with codeine, anabolic steroids, and butalbital.

General Rules for Scheduling
- Short-acting and quickly absorbed products are more prone to abuse and will be scheduled accordingly.

- Schedule IV is the entry point for newly scheduled controlled drugs.
Dispensing Schedule V Controlled Substances without Prescription
- Illinois and Federal Law permit pharmacies to sell certain Schedule V controlled substances without a prescription, known as exempt narcotics.
- Examples include dihydrocodeine, ethylmorphine, opium, and morphine, when combined with one or more active, non-narcotic ingredients in recognized therapeutic amounts.
DEA Forms 222
- Registrants can obtain DEA Forms 222, which are issued in mailing envelopes containing a predetermined number of forms based on the business activity of the registrant.
- Each form consists of one single-sheet, and a limit is imposed on the number of DEA Forms 222 furnished upon a requisition for order forms.
- Any person with an active registration authorized to order Schedule I and II controlled substances can obtain DEA Forms 222 at any time after registration is granted.
