Comprehensive Parcel Leasing Policy (CPLP)
- Objective: Increase parcel income and promote shipments in available compartments.
Lease Space
- SLR: One compartment, 4/5 ton capacity.
- VP: 18/25 ton capacity, two compartments (front SLR and rear SLR).
- Lease Duration:
- Long-term: 5 years
- Short-term: 2 years
- Temporary: 30/60/90 days (max)
- Daily: Up to 10 days (only for SLR)
Lease Direction
- SLR leased for one direction (origin to destination).
- VP leased on a round trip basis.
Registration
- Registration Requirement:
- Leaseholders must register at Divisional/Zonal level.
- Registration fees vary by category.
- SLR (Category B): ₹50,000

- Registration for VPH/VHU is handled at Zonal level (Category A).

Other Rules
- Payment: Advance payment one day before loading date (or 5% surcharge).
- Taxes: 2% DC and 5% GST applicable.
- Documentation: Loading manifest and declarations (4 copies) are required.
- Identity Card: Photo identity card for leaseholders
- Lease Termination: Lease holders can terminate after one year with 60 days notice.
- Prohibited Goods: Items on the red tariff are disallowed.
