Commissioning of New Electric Locomotives and EMUs
- Sanction required from CRS for introducing electric traction on any railway or section
- New type of electric locomotive or EMU includes any alteration affecting riding characteristics (axle load, unsprung mass, suspension systems, load transfer) or signalling system alterations
- New prototype locomotives/EMUs require certification for safe movement
- First Stage: One-time movement, requires certification from RDSO (overall dimensions, axle loads, curve radius), manufacturer (fitness to move), and a note on conditions (origin, destination, route, speed, escort)
- Commissioning of New Type Rolling Stock: COM (Railway) issues movement order based on application and other conditions
- Second Stage (Provisional Running): RDSO issues Provisional Speed Certificate indicating max speed, track type, curvature, bridge type, axle load, length, ODC dimensions etc.
- Third Stage (Instrumented Trials): RDSO specifies oscillation (speed, riding quality, stability on straight/curved tracks), braking distance (loads and speeds), interference with signalling, and performance trials
- Fourth Stage: RDSO issues Final Speed Certificate specifying max speed, precautions. Railway issues speed certificate signed by officials (CE, CEE, CME, CSTE).
- Final Stage: Railway Board sanctions commercial exploitation
- Trial Runs on Open Line: Subject to CRS sanction, trial runs are conducted with precautions (senior drivers, low speeds, frequency checks and rectifications)
