Module 10 - Civil Aviation Requirements, Topic 10.1 - Regulatory Framework
- ICAO is the International Civil Aviation Organisation. It's a specialized agency of the United Nations.
- ICAO sets principles and techniques for international air navigation, promoting the planning and development of international air transport for safe and orderly growth.
- The Chicago Convention, establishing ICAO, was signed on 7 December 1944 by 52 states. Provisional ICAO existed from 6 June 1947 until 4 April 1947. ICAO became a specialized agency of the UN on 4 April 1947.
- ICAO currently has 193 member states.
Role of ICAO
- Encourage the development of airways, airports, and air navigation facilities for international civil aviation.
- Meet the needs for safe, regular, efficient, and economical air transport globally.
- Prevent economic waste caused by unreasonable competition.
- Fully respect and ensure fair opportunity for all contracting states to operate international airlines.
- Promote flight safety in air navigation and develop all aspects of international civil aeronautics.
Structure of ICAO
- Assembly: Composed of representatives from all contracting states. It's the supreme body, meeting every 3 years.
- Council: An elected governing body, comprised of 36 states that guide and direct the work of ICAO.
- Secretariat: Headed by the secretary general. Responsible for day-to-day administration.
DGCA and Role of DGCA
- The DGCA (Directorate General of Civil Aviation) is the regulatory body for civil aviation in India, primarily addressing safety issues.
- The DGCA investigates aviation accidents and incidents. Maintains aviation regulations and issues licenses.
- DGCA regulates air transport services to/from/within India, enforcing civil air regulations and safety standards, coordinating with ICAO.
- DGCA headquarters are located in New Delhi.
Functions of DGCA
