Policy 1044 regulates member speech and expression on social networking sites in the Chesapeake Fire Department.

Prohibited speech includes speech that tends to compromise or damage the mission or public confidence of the Chesapeake Fire Department or its members.
Members may not represent the Chesapeake Fire Department or identify themselves in any way that could be reasonably perceived as representing the department.
Members retain their right to vote and express their opinions as private citizens, but may not use their official authority or influence to interfere with or affect the result of an election.
Members are prohibited from directly or indirectly using their official authority to coerce, command, or advise another member to pay, lend, or contribute anything of value to a party, committee, organization, agency, or person.
Members of Chesapeake Fire Department are allowed to engage in political activity, except when on-duty or in uniform, or if prohibited by law or department policy.
Members have no expectation of privacy with regard to emails, texts, or any information accessed or transmitted through department technology systems.
The department reserves the right to access, audit, and disclose any messages or information accessed through department technology systems.
Members cannot be asked to provide access to their personal social media accounts unless allowed by law.
The Fire Chief or authorized designee considers several factors when determining whether to grant authorization for prohibited speech or conduct.
These factors include the negative impact on public service efficiency, department order and morale, public confidence in the department, member impartiality, and previous authorization.
The department should provide training on member speech and social networking to firefighters and supervisors, subject to available resources.
