Accountability

  • The person assigned Accountability collects and keeps track of all personnel passports and Mag Tags at a designated location.
  • The Incident Commander is responsible for Initial Accountability at all incidents.
  • At smaller incidents, the D/C and FIT establish Accountability at the Command Post using the tactical worksheet or Accountability worksheet.
  • At larger incidents, the ICT establishes Accountability within the Command vehicle using the magnetic white board.

Accountability Process

  • The FIT or F/F collects all passports on scene, excluding Base, and brings them to the Command Post.
  • The ICT maintains the Accountability assignment.
  • The Officer in charge of each apparatus ensures the passport accurately reflects the crew roster whenever a change is made.
  • The tactical worksheet and/or Accountability worksheet track apparatus location, task, and PAR status.
  • Information can be transferred to the Command Vehicle's whiteboard when it arrives on scene.

Entry Control

  • Entry Control provides an opportunity to identify, track, and monitor personnel who have entered a controlled area.
  • A controlled area is where SCBA is required or the Incident Commander determines that monitoring personnel would afford a greater margin of safety.
  • The Incident Commander or Sector Officer establishes a controlled area and identifies an Entry Control point.
  • The Entry Control point requires an Entry Control person who can operate safely without SCBA.
  • The Entry Control person informs the IC or Sector Officer of their location, obtains the Entry Control Board, and dons an Entry Control vest.

Entry Control Officer Responsibilities

  • Collect PITs of every person who passes through their entry point.
  • Attach PITs to the board or their own split ring.
  • Conduct a visual safety check of PPE and air gauges on SCBA.
  • Confirm portable radio channel selection.
  • Record time of entry and exit, task assignment, and location of personnel.
  • Monitor time on SCBA.
  • Move PIT tags from the IN to the OUT side of the board as personnel rotate.

RIT Entry Control

  • A RIT entry control is set up in a forward position when RIT is deployed.
  • The RIT entry control person collects PITs of RIT members, downed firefighters, and their crew.
  • PITs are attached to the board with metal tags from the rope line.
  • The RIT entry control person conducts a visual check of air gauges on SCBA, confirms portable radio channel selection, and records time of entry and exit.
  • The RIT entry control person reports to the RITSO as ordered.

Personnel Responsibilities

  • Enter and exit via Entry Control points only.
  • Ensure PITs are handed to the Entry Control person or Sector Officer when entering or exiting.
  • Remain as a team until re-assigned.
  • Collect PIT from the Entry Control person or Sector Officer when leaving the sector.
  • Notify the appropriate Entry Control person of their exit if it's made via a different Entry Control point.
  • Obtain their PIT from the original Entry Control point before being re-assigned.
