Cadastral Survey Objectives

• The primary objective of the cadastral survey is land titling, with additional information gathered to support tenure or legal hold.
• Land use information obtained during the process is not primarily for economic development purposes.

Lot Numbering and Coverage

• Each parcel of land in the coverage area is assigned a unique lot number, assigned consecutively from number one without duplication.
• Lot numbers are assigned separately for each barangay (barrio) within the coverage municipality.
• A single lot number cannot be assigned to multiple lots in different barangays.

Cadastral Survey Project Structure

• The project is divided into cases, with one case per barangay, regardless of the number of lots (less than 1,000 or more than 1,000).
• The project was previously contracted by Module, where one Module consists of one barangay.
• A municipality with multiple barangays may have multiple cadastral survey module contractors.

Cadastral Survey Categories

• Category "A" refers to the complete Cadastre, including project controls, political boundaries, and lot surveys.
• Category "B" refers to the establishment of project controls and political boundaries, for municipalities with incomplete political boundaries or new created municipalities.
• Category "C" refers to surveying un-surveyed portions of previously approved cadastral survey projects, or newly released alienable and disposable lands.

Budget Allocation and Progress

• The Aquino government allocated a total of P5,701,250,964.00 for a period of five years (2010-2015) to finish the cadastral survey program in the Philippines.
• As of 2015, 1,516 cities and municipalities were surveyed, with 118 remaining to be inspected and verified by the Autonomous Region of Muslim Mindanao.
• Some municipalities were resurveyed under categories "B" and "C".

Cadastral Survey Conduct and Procurement

• The conduct of the cadastral survey was outsourced by DENR using the World Bank Rules and R.A. 9184 and its Implementing Rules and Regulations (IRR).
• Policies and guidelines were issued to ensure transparency, competitiveness, and accountability in the procurement of cadastral projects in the regions.

Land Titling

• Normally, one title covers one lot.
• However, there are instances where a single title encompasses two or more lots within the same barangay, often adjoining lots.
