    Bomb Threat Procedures

    • If the threat involves the SOC and/or Freddie Solomon Annex, the Communications Bureau supervisor shall notify the Sheriff, Chief Deputy, Department of Patrol Services Colonel, Department of Operational Support Colonel, and Homeland Security Division Commander.

    Patrol Response

    • Upon arrival, patrol units shall turn off all radio and communication equipment, including cellular phones, within 300 feet of the scene.
    • All communications regarding the bomb threat, bombs or suspected explosive devices shall be accomplished by using a landline telephone whenever possible.

    Search and Evacuation

    • A determination shall be made concerning whether or not a search should be initiated upon making contact with the proper representative or property owner.
    • The decision to search and/or to close businesses or evacuate personnel shall be left to business owners or managers unless otherwise directed by competent authority.
    • In a larger building, generally, evacuation of the floor on which the device has been located, plus the floors immediately above and below may be sufficient.

    Bomb Disposal Team (BDT)

    • The BDT shall not respond to bomb threat situations where no suspected or actual explosive device has been discovered, except when the bomb threat involves a motor vehicle.
    • On-duty or on-call BDT technicians shall respond if a bomb threat involves a motor vehicle.

    Suspicious Device Procedures

    • When a suspicious device is located, it shall not be moved.
    • The supervisor in charge of the location shall be notified of the find.
    • Discovery of a suspect device shall not result in the termination of the search in the event that additional devices may have been placed throughout the location.
    • The search shall be terminated when the business owner/manager is satisfied that the premises have been adequately searched and nothing of a suspicious nature was located.
    • The senior Bomb Disposal Team member on scene may order a termination of the operation because of time limitations and/or other safety reasons.
