Bomb Threats/Explosives/Bombings/Explosions

  • In the event of a bomb threat, explosion, or found explosive device, the Bomb Squad must be immediately notified.
  • The Bomb Squad is responsible for assessing all bomb threats and safely disarming all suspected or actual explosive devices.

On-Scene Procedures

  • The first deputy at the scene will decide with the owner or person in authority whether to evacuate the building.
  • If the building is evacuated, the patrol supervisor will call for added assistance if needed, and the owner or person in authority will assist in searching the building for explosive devices.
  • If the building is not evacuated, permission will be obtained from the owner or person in authority to conduct a discrete search of the premises, especially restrooms and areas accessible to the public.

Radio and Cell Phone Use

  • Radios and cell phones should be left on during a search without a specific suspicious item(s).
  • If a suspect package is identified, transmission of portable radios should be avoided in the immediate vicinity, and an evacuation should begin, creating distance and shielding.

Documentation

  • Bomb threats or actual bombings will be documented on Incident Reports, titled "Bomb Threats" or "Bombing."

Found Explosive Devices

  • Deputies will not touch or disturb the object nor allow any unauthorized person to do so.
  • The on-scene supervisor will request the Bomb Squad, Fire Rescue, and advise and update the shift commander of further developments.
  • A mandatory evacuation of all non-essential persons within a 300 feet radius will be ordered, and the evacuee area and command post area will be inspected for possible additional explosive devices.

Bomb Squad/Bomb Technician

  • The Bomb Technician, upon arrival, will be responsible for the scene, and on-scene supervisors will coordinate support services as required.

Bombing and Explosions (Actual)

  • Upon arriving at the scene of a bombing or explosion, employees must consider the scene as a crime scene, and other hazards may still be present.
  • The Bomb Squad must be immediately notified, and Fire Rescue personnel will treat and remove victims from the blast scene, followed by securing the scene until Bomb Technicians can ensure the scene is safe for investigative follow-up.
