Study Notes
Licensing
- Blood centers are classified as Regional, Subnational, and National, determined by the National Council for Blood Services (NCBS).
- A blood center may be Hospital-based or Non-hospital based.
- Hospital based blood centers are further classified into Category A and B.
Blood Bank/Centers
- Non-hospital-based Category A blood banks perform:
- Donor recruitment
- Donor screening
- Blood collection
- Laboratory management
- Provision of packed red blood cells and whole blood
- Non-hospital-based Category B blood banks perform the functions of Category A blood banks, and also storage of blood products, and the provision of all blood components.
- Hospital-based Category A blood banks perform functions of Non-hospital-based Category A blood banks and performs compatibility testing.
- Hospital-based Category B blood banks work with Category A functions plus:
- Provision of all blood products and components
- Investigation of transfusion reactions and resolution of incompatible cross-matching results.
Blood Collection Units
- The blood bank must establish and organize Blood Collection Units (BCU).
- BCU’s have duties that include:
- Recruitment and retention of voluntary blood donors
- Screening and selection of qualified donors
- Health education and counseling services
- Blood collection
- Transport of blood units to the blood center for testing, processing, and distribution.
Minimum Requirements for New Licenses
- To obtain a license to operate, a blood bank/center must:
- Comply with minimum requirements including personnel qualification
- Have a minimum number of qualified staff
- Hospital-based Category A blood banks must have an overall supervisor who is a physician with:
- A valid Professional Regulation Commission (PRC) certificate
- A valid professional license
- A minimum of 6 months training in blood banking services
Blood Services Facilities
- Before World War II, blood was collected and directly administered to patients.
- After World War II, the development of anticoagulants enabled blood preservation and the promotion of voluntary blood donation.
- Republic Act No. 7719, the National Blood Services Act of 1994, promotes voluntary blood donation, provides for an adequate safe blood supply, regulates blood banks, and penalizes violations.
The Policy of the State to Promote and Encourage Voluntary Blood Donation Includes:
- To promote and encourage voluntary blood donations.
- To promote public consciousness of the principle that blood donation is a humanitarian act.
- To lay down the legal framework for blood centers and blood banks in the country.

- Protect the donor - ensure donation is safe for the donor.
- Protect the recipient - minimize the risk of transmitted infections or other adverse effects.
