ATAT201: Maintenance Records & Airworthiness

Approved Absence for Test/Exam

• A student unable to write a test should contact their professor or program Chair immediately.
• A make-up test may be possible in well-documented circumstances with unforeseen family problems, serious illness, or death of a close family member.
• A student who misses a scheduled evaluation must provide documented proof for the absence prior to rescheduling.
• Documentation must be provided within 5 days of returning to school, otherwise, a mark of Zero (0) will be given.

Canadian Aviation Regulations Interpretation

• The regulations may be cited as the Canadian Aviation Regulations.
• ACAS (Airborne Collision Avoidance System) means an aircraft system based on transponder signals.

Type Design

• Type design means the design of a specific aeronautical product.
• Aeronautical product means an aircraft, aircraft engine, aircraft propeller, aircraft appliance or part, or a component part of any of those things.
• Civil Aviation Authority issues a 'Type Certificate' when an aircraft or major part of an aircraft meets internationally recognized standard.
• It is a major milestone for a manufacturer to be granted a Type Certificate.

ICAO

• ICAO is a UN specialized agency
• ICAO collaborates with 193 member states and industry groups.
• They reach consensus on international civil aviation standards and recommended practices (SARPs).
• They also work on Procedures for Air Navigation (PANs).
• The AME license is widespread internationally and is recognized by ICAO in a single AME designation, effective Nov 1998.

Civil Aviation Authorities

• EASA (European Aviation Safety Agency) has 32 member states, including 28 states of the EU, plus Switzerland, Norway, Iceland, and Liechtenstein.

Design Approvals

• In Canada, aeronautical product type design must be approved by Transport Canada.
• Applications for type design approval are made per CAR Part V, Subpart 21, and the Airworthiness Manual (AWM).
• Effective Dec 1, 2009, CAR Part V, Subparts 11 thru 41 were replaced by Subpart 21.

CAR Part V

• Numbering in CAR Part V differs from conventional CAR numbering for consistency with EASA and FAA regulations.
• CAR Part V includes regulations and standards; regulations are identified by the "CAR" precursor, while standards use "STD”.
• Regulations in the CARs are maintained by the Department of Justice
• Standards are maintained by Transport Canada

Subpart 21

• Subpart 21 addresses approval of type design or changes for aeronautical products.
• An aeronautical product is an aircraft, engine, propeller, appliance, or part.
• The applicant is the entity responsible for the design and applies for design approval.
• A design approval document can be a type certificate, supplemental type certificate, or other approval.
• A foreign aeronautical product comes from a design state other than Canada.

Types of Approvals

• Upon approval of a type design, one of the following documents is issued:
• Type Certificate, Type Certificate Datasheet
• Supplemental Type Certificate, LSTC
• Canadian Technical Standard Order (CAN-TSO)
• Repair Design Approval
• Part Design Approval

• An applicant may request a type certificate for these aircraft categories:

National Aircraft Certification

• National Aircraft Certification establishes and regulates standards for aeronautical products in Canada.
• It guides the aerospace industry in technical fields like aircraft design, structures, avionics, electrical and mechanical systems, and equipment.
• Each year, over 1,500 new and modified aeronautical products are approved in Canada.
• This includes reviewing design and performance data, ground and flight tests, and awarding Transport Canada Type Certificates.

Application For Type Approval

• An aeronautical product type design can be approved and a Type Certificate issued in Canada if it receives review and approval by the Transport Canada Aircraft Certification Branch.
• The certification program for a new transport-category aircraft can take up to five years
• For an engine the program can take up to three years
• The Aircraft Certification Branch (ACB) is located in the National Capital Region and has about 150 staff in eight divisions.
• The Engineering Division within the Branch has about 40 engineers.
• Each specialty in the ACB approves the type design of aeronautical products, otherwise known as "Type Certification."

Design Assurance

• The ACB is involved in the review and acceptance of foreign-designed aircraft and engines.
• They participate in the development of design standards in harmonization working groups with other foreign authorities.
• The ACB reviews the impact of design deficiencies in certified aeronautical products and determines corrective action.
• TCCA engineering specialists dedicate time to understanding designs, ensuring they meet safety and emission standards.

Conformity

• Certificate of Conformity attests to a new part's compliance to Army/Navy (AN), Military Standards (MS) or National Aerospace Standards (NAS).

• Part V, Subpart 71 of the CARs

Modifications to the Original Type Design

• Supplemental Type Certificate, or STC
• Limited Supplemental Type Certificate, or LSTC

STCs

• It is an engineering package for adding new equipment or modifying a factory-built aircraft.
• Applies to a specific aircraft model.
• The STC ensures modification or system approval by the regulatory authority, and establishes continued airworthiness.
• It can be exclusively "owned" by the STC holder, who may sell these to AMOs to carry out on other aircraft.
• It’s equivalent to a patented design with electrical and structural engineering drawings.

Manufacturer Held STC

• When a manufacturer holds an STC for a major system like an autopilot, it may sell the conversion kit.
• Another possibility is the manufacturer allowing a vendor to use the STC at no additional cost.

LSTCs

• An LSTC differs from an STC for a specific aircraft or a limited number of aircraft.
• The "Limited" refers to the aircraft serial numbers where the approval applies.

Standard 571.12 (AWM) Major Modifications

• Major repairs or major modifications to the type design must be reported.
• In accordance with CAR 571.12 if specified in an STC or LSTC.

• TC advisory documents
• Advisory documents issued by a foreign airworthiness authority

• Type certificates, STCs, LSTCs, CAN-TSO repair design approvals

Part Design Approval

• This Division applies in respect of the issuance of a part design approval for a replacement part that is intended to be installed on an aeronautical product
• It also apply to applicants for and holders of a part design approval in respect of a replacement part.
• Applicants for a part design approval in respect of a replacement part shall have or have access to the technical capability to conduct the design analyses and tests required to demonstrate the conformity of the replacement part with its certification basis.

CAN-TSO

• It is a standard of airworthiness for an appliance or part
• It is also published by a foreign state with which Canada has an airworthiness agreement or similar arrangement and that is adopted by the Minister and specified in Chapter 537.
