Airworthiness Directives (ADs)
- An airworthiness directive is an instruction issued by either:
- The Minister
- A civil aviation authority responsible for an aeronautical product type design
- Mandates maintenance or operation action
- Ensures aeronautical product conforms to type design
- Ensures aeronautical product is in a condition for safe operation
- Are the strongest safety measure that Transport Canada or any Civil Aviation Authority can take
- Ensures the safety of aeronautical products with a design approval document
- Documents include:
- Type Certificates
- Supplemental Type Certificates
- Repair Design Approvals
- Aircraft must have 100% compliance with all applicable airworthiness directives
- Without compliance, the aircraft flight authority is invalid
- Any flights undertaken would be illegal
- No valid flight authority equals no insurance
- Are issued for SAFETY
- The owner of the aeronautical product is responsible for compliance with ADs
- This responsibility cannot be transferred to an AME unless a contract is in place
- A minister may issue ADs when:
- An unsafe condition exists in the aeronautical product
- The condition is likely to exist or develop in other aeronautical products -To modify or cancel the requirements of an airworthiness directive issued by the airworthiness authority that has jurisdiction over the type design
- When it is necessary to modify or cancel a Canadian airworthiness directive that is in force

Technical Airworthiness Authority (TAA)
- An AD is a product-related airworthiness order issued by the TAA or Technical Airworthiness Authority
- An AD is issued when mandatory action is necessary
- Action addresses the potential for unsafe operation or conditions related to an in-service aeronautical product
Canadian Airworthiness Web Information System (CAWIS)
- Published on Transport Canada Continuing Airworthiness Web Information System (CAWIS)
- All AD’s applicable to Canadian Registered aircraft are published on this site
- Includes Canadian AD’s and AD’s that are published by foreign CAA’s that Transport Canada has reviewed and determined are required for safety reasons
AD Compliance
- ADs require the relevant problem to be corrected on all aircraft or aeronautical parts using the same design
- Aircraft must not be flown after an AD has been issued
- Applies to aircraft or its components that have been met
- Compliance is found in the aircraft technical record
- Mandates inspection, repair, modification, or procedure to correct an unsafe condition or non-compliance with design standards
- Provides a means of compliance (MOC)
- An alternative means of compliance (AMOC) or exemption to AD requirements may be granted where safety is not degraded
Recipients of ADs
- The Minister shall distribute an airworthiness directive to:
- The registered owner of a Canadian aircraft affected by the airworthiness directive
- The manufacturer of an aeronautical product
- The holder of the design approval document in respect of the aeronautical product
- The airworthiness authority of all known states of registry of the aircraft
CAR 605.84
- Persons having legal custody and control of aircraft are responsible for ensuring their aircraft meet requirements of any AD applicable to the aircraft or their components, pursuant to CAR 605.84
- Excludes aircraft with Special Certificates of Airworthiness in the Amateur Built or Owner Maintained classifications
- Owners and lessees must ensure:
- Details of the scheduling provisions of any applicable airworthiness directives relating to the airframe, engine(s), propeller(s), component(s), or any parts thereof, are entered into the applicable technical record
- The requirements of all such ADs are complied with and, where applicable, entries relating to the compliance are made in the aircraft technical records
Foreign Airworthiness Directives
- CAR 605.84 recognizes the mandatory status of foreign ADs and equivalent notices issued by the aviation authority
- Authority has jurisdiction over the type design of the aeronautical product
- In the case of a conflict between an AD issued by TC and one issued by the foreign aviation authority that has jurisdiction over the type design; the AD issued by TC prevails
- If the Civil Aviation Authority of the country that originally approved the design of that aircraft issued an AD, then it is considered mandatory in Canada
- Compliance with foreign ADs is not mandatory in Canada when a country issues an AD against an aircraft
- The country does not have jurisdiction over the type design
- However, if Canada agrees with the foreign AD, Canada may issue a Canadian AD to address the foreign safety concern, making them applicable in Canada
- All AD’s issued by one country must be distributed to all other countries that have that aeronautical product on their registry
Transport Canada (TC)
- Transport Canada maintains a list of all AD’s that are applicable to Canadian registered aircraft
- TC also has a list of AD’s that are applicable to equipment that is installed in aircraft
- The owner must make sure that all AD’s have been complied with
- The Continuing Airworthiness Web Information System, CAWIS, is a national computer-based information system providing Aircraft Certification, Maintenance and Manufacturing, and Airworthiness offices with access to current airworthiness data on all Canadian-registered aircraft
- This enables the airworthiness of the Canadian fleet to be effectively monitored by 300-400 registered users
CAWIS Four basic functions:
- Centralized database of airworthiness data for all Canadian aircraft, approximately 28,000 registered aircraft, with cross-referencing to any data field and SDR system.
- Centralized database of approximately 16,500 Airworthiness Directives, retrievable by aircraft registration or product.
- Database of owner/address labels with search/retrieve functions for owners of affected aircraft/parts.
- Annual Airworthiness Information Reporting, or AAIR, with automatic electronic mail-out to aircraft owners.
- It is impossible for Transport Canada to know on which aircraft a particular appliance is installed
- The owner of the aircraft must search the ‘miscellaneous’ section on the database to identify those ADs applicable to equipment installed on a particular aircraft.

Service Bulletin (SB)
- An advisory document issued by the manufacturer of an aeronautical product IAW CAR 521.351
- May pertain to enhancement of performance of the aeronautical product or to a safety issue or both
- Civil aviation authority that has jurisdiction over the type design issues
- The manufacturer may upgrade compliance to a Mandatory Service Bulletin when it pertains to a safety issue
- The regulator may issue a corresponding AD, applicable to all registered aircraft of that type operating in the jurisdiction
- Service Alert, Service Advisory, and Service Document Notice are examples of manufacturer-specific advisory document names
