Engagement of Football Agents
- Clients may engage a licensed Football Agent to perform Football Agent Services, but must pay the agreed service fee in a timely manner.
- Clients must satisfy themselves that a Football Agent is appropriately licensed by FIFA prior to signing a Representation Agreement.
- Clients must cooperate with FIFA, confederations, and member associations regarding any requests related to a Football Agent.
Client Obligations
- Clients must upload specified information to the FIFA Transfer Matching System (TMS) within 14 days of occurrence, including:
- Completion of international transfers
- Amendments to or termination of Representation Agreements
- Agreements with Football Agents other than Representation Agreements
- Payments related to agreements with Football Agents
- Clients must immediately report any breaches of these Regulations to FIFA, confederations, or member associations.
Prohibited Conduct for Clients
- Clients (and their officials) may not:
- Engage or appoint an unlicensed person to perform Football Agent Services
- Accept or request undue personal or financial advantages from a Football Agent
- Give or offer consideration or promises to a Football Agent (or related persons)
- Interfere with an individual's freedom to select a Football Agent
- Participate in circumventing the service fee cap
- Have an interest in an Agency or the affairs of a Football Agent
- Induce or coerce an individual to breach their Representation Agreement
- Fail to report breaches of these Regulations to FIFA
- Permit a Football Agent or their Agency to have an interest in them
