General Guidelines for Anti-theft Charging of OHE

  • Anti-theft energization of OHE at 2.2 kV is used to prevent theft of contact/catenary wire
  • Energization is only for theft prevention, not train operation, so it doesn't interfere with signals or telecommunications
  • Anti-theft energization is limited to night hours (7 PM to 7 AM)

Works to be Completed Before 2.2 kV Energization

  • Stringing of catenary and contact wire, including droppering, clipping, and insulation, with an automatic tensioning device
  • Structure and rail bonding in accordance with the Bonding and Earthing code is needed
  • Necessary LT modification works must be completed
  • All HT crossings must be modified, meeting standards in Appendix IV
  • Wire mesh screens on semaphore signals, preventing 2 meter clearance issues
  • Replace existing DC track relays with AC-immune relays
  • Convert all track crossings of communication lines to cables and remove overhead wires
  • Install height gauges and 25 kV caution boards at all level crossings
  • Provide protective screens with 25000 V caution boards on structures like bridges, overpasses
  • Install public warning boards, shock treatment charts, and first aid boxes in relevant locations
  • Provide insulated tools for maintenance staff
  • Modify carriage watering arrangements and water columns for anti-theft energization

2.2 kV Power Supply Arrangements

  • Energization will use a local step-up transformer at a station
  • Include a schematic diagram of power supply and controls
  • Plan includes audible and visual indication arrangements
  • Submission to EIG for approval is required
  • 2.2 kV supply arrangement will be operated 24 hours by relevant staff
  • Detailed duty plans for normal operations, breakdowns, and abnormal conditions need to be created.

Procedure for Energization

  • Publish notices of the sections to be energized in prominent local media (including English, Hindi, and local languages) at least a month before energization
  • Include announcements to railway line users and level crossing users regarding energized sections
  • Provide caution notices at all relevant locations (stations, locos, etc.) for workers and public
  • Relevant certificates regarding safety (removal of LT/HT infringements, S&T works, 2.2 kV anti-theft energization clearances etc.) must be obtained from appropriate officers.
  • Ensure adequate safety measures (including appropriate personnel and tools) are in place during energized periods
  • Checks must be completed (live/earthed structures, earthing/bonding, clearances, protection on bridges etc.) before energization

Checks and Tests Before Commissioning

  • Relevant railway authorities should nominate officers to oversee safety checks and tests
  • Checks and tests of the energized section are required and must be documented
  • Necessary clearances between live and earthed structures must be maintained
  • Earthing and bonding of the OHE must meet the required code
  • Check height of contact wire at level crossings, provision of height gauges
  • Ensure that protection screens are in place on FOB's, ROB's, and signalling structures
  • Ensure that earthing and insulation of overhead equipment are carried out properly
  • Ensure that Ac-immunized track relays are in place
  • Overhead P&T and Railway crossings will be cabled
  • Megger tests to ensure continuity and insulation of the OHE
  • Tests to be conducted while section energized (creating earth faults) to determine the safety of the system
  • Obtaining appropriate certificates regarding completion of works, especially for safety purposes
