Active Shooter/Hostile Event Response (ASHER) Procedure Manual Summary
- The fire department may initiate fire suppression if needed and request additional resources.
- Procedures emphasize resource deployment, with apparatus and ambulances staged in the cold zone and additional apparatus deployed for cover or concealment in warm or hot zones.
- Personnel are required to wear appropriate Personal Protective Equipment (PPE) and should not enter the warm zone before a Unified Command (UC) is established.
- Law enforcement, not fire and EMS personnel, should work in the hot zone, and personnel may be assigned to rescue task forces (RTFs) with law enforcement.
- The UC should determine safe paths for access and egress, extraction teams should extract viable patients from the warm zone to the Casualty Collection Point (CCP), and all members should maintain situational awareness.
- Triage, treatment, and transport are conducted according to EMS protocols and the department AS/VI plan, with consideration given to alternative transportation modes and notification of local hospitals.
