Active Shooter Hostile Event Response (ASHER)
- Purpose: Establish a safe approach for responding to active shooter and hostile events
- Policy Applicability: Applies to all personnel responding to these types of emergencies.

Incident Organization:
- Establish an Incident Command Post (ICP) and Unified Command structure for a collaborative and controlled response.
- The lead organization will be determined by geographic jurisdiction.
- Once the ICP is established, each responding agency must send a supervisor to liaise with the Unified Command structure as needed.
- Establish a communication plan to ensure efficient radio interoperability.

Incident Response

Fire Response:
- Upon notification, designated fire department units will be dispatched.
- Additional units will identify and respond to the Level II staging area.
- The first fire apparatus will establish an ICP and Level II staging area, safe from any incident threats.
- Request law enforcement representatives to report to the staging area and ICP.

Rescue Task Force (RTF):
- RTFs are formed and deployed in the staging area.
- Medical units and fire apparatus will be placed in the staging area, assembled into RTF teams for triage, treatment, and transport based on Unified Command needs.
- RTF members will notify the staging officer upon arrival and await assignment.
- Retrieve Ballistic Protection from the designated agency prior to entering the Warm Zone.
- Retrieve Active Shooter Kits from the district chief or safety officer vehicle.
- RTFs assume sequential radio designations (RTF1, RTF2, etc.) until reassigned by Unified Command.
- Inside the crisis site, the RTF acts as the "eyes and ears" of the Unified Command post.

First Rescue Task Force Team:
- Enters the Warm Zone upon receiving permission from Unified Command.
- Establishes a CCP(s) in the Warm Zone for life-saving treatment and evacuation of patients.
- Informs the Medical Branch Director about the patient count and any additional RTF teams or medical needs.

First Chief Officer:
- Reports to the ICP and assumes Incident Command, also acting as Fire Branch Director once unified command is established.
- If no fire operations are underway, assists the Medical Branch as needed.

Second Chief Officer:
- Establishes the Level II staging area.

Resource Deployment:
- Additional resources will be deployed to Casualty Collection Points as they are established.
- Triage and treatment areas will be established by the Medical Branch in the cold zone as designated by the Unified Command.
