    Active Shooter Hostile Event Response (ASHER)

    • This guideline establishes a standard approach to safe practices for all personnel responding to an ASHER emergency.
    • This guideline applies to all personnel responding to and operating at a scene that may involve an active shooter and/or an active attack.
    • The guideline also applies to all members.
    • The lead organization is the agency responsible for the geographic location of the event, they may decide to pass the lead to another agency.
    • The initial response communications occur on a dedicated tactical channel until the Unified Command establishes additional channels as necessary.

    Incident Response

    • Upon notification of the event, the appropriate fire department units will be dispatched to the scene.
    • The first arriving fire apparatus establishes an Incident Command Post (ICP) and Level II staging area.
    • The first fire apparatus establishing the ICP should be out of range and safe from any incident threats.
    • Law enforcement should report to the staging area as well as the ICP.

    Rescue Task Force
