Purpose

Management Personnel Overview

• ST CEO - Accountable Manager:

  • Holds overall responsibility and final authority for ST operations.
  • Sets strategic direction for health and safety compliance, including effective risk management.
  • Ensures robust implementation and performance of the Safety Management System (SMS).
  • Controls financial and human resources for ST operations.
  • Maintains ultimate responsibility for safety performance under relevant certificates.
  • Develops and communicates ST's safety policy, ensuring its relevance and ongoing review.
  • Directs actions to improve substandard safety performance and promotes a Just Culture for reporting.

• Vice President Safety and Quality Assurance:

  • Directly reports to the ST CEO and oversees safety and quality assurance programs.
  • Ensures compliance with regulatory and customer requirements and implements training programs.
  • Coordinates communication between ST and regulatory bodies on quality issues.
  • Responsible for SMS implementation and corrective actions from audit findings.

• Director Safety and Quality Assurance:

  • Has direct access to the VP on SMS matters, ensuring independent SMS compliance.
  • Facilitates hazard identification, safety risk analysis, and monitoring of risk controls.
  • Implements an audit program for compliance reviews of all aviation activities and reporting.

• Manager Safety:

  • Reports to the Director and advises senior management on safety performance.
  • Promotes organizational safety culture and effective communication of safety issues.
  • Assists in hazard identification and analysis while building relationships with regulatory authorities.

Safety Specialists and Officers

• Safety Specialist:

  • Prepares and conducts scheduled audits and manages safety response documentation.
  • Assists in investigations of incidents and maintains safety performance indicators.
  • Coordinates dissemination of safety information and supports HSE initiatives.

• Safety Ambassador:

  • Represents employee safety interests, supports safety initiatives, and leads safety briefings.
  • Reports safety concerns and advises management on safety-related issues.

• Safety Officer:

• Chaired by the Safety Manager, membership includes managers, supervisors, and representatives from various operational and support areas.
• Functions include:
  • Monitoring HSE performance against objectives.
  • Reviewing HSE hazard analysis and risk assessments.
  • Managing changes in HSE matters.
  • Reviewing remedial actions from HSE Safety Alerts and audits.
  • Analyzing trend data from HSE Safety Alerts.
• Meets monthly, with additional meetings as required.

Safety Ambassadors Committee (SAC)

• The SAC is a representative body of volunteers across operational departments motivated by safety.
• Chaired by the Senior Ambassador, members include area and department ambassadors, safety officers, and safety specialists.
• Functions include:
  • Reviewing actions impacting workplace safety and providing necessary safety information.
  • Reporting HSE concerns from their areas.
  • Updating members on safety initiatives and hazard mitigation actions.
  • Planning safety training to enhance performance.

Coordination of Emergency Response Planning

• Saudia Technic Emergency Response Planning Manual (ST-ERP) is a GACA-approved manual designed to manage transitions during emergencies.
• The ERP establishes the delegation of authority and responsibilities during incidents or accidents, ensuring a safe return to normal operations.
• Emphasizes coordination with other organizations' emergency plans during service provision.
• Immediate reporting required for any incidents or emergencies to designated contact numbers, including services like fire rescue and medical emergencies.
• Specific emergency contacts provided are for Jeddah Station; other stations have respective contact numbers listed in the ST-ERP manual.
