Disqualification for Municipal Membership
- A person shall be disqualified for being chosen as or for being a member of a municipality if they are disqualified under any law for the purposes of elections to the legislature of the state concerned or under any law made by the state legislature.
- However, a person shall not be disqualified on the grounds of being less than 25 years of age if they have attained the age of 21 years.
- All questions of disqualifications shall be referred to a specified authority.
Powers and Functions of Municipalities
- The state legislature may endow municipalities with necessary powers and authority to enable them to function as institutions of self-government.
- Such a scheme may contain provisions for the devolution of powers and responsibilities upon municipalities at the appropriate level with respect to planning and implementing schemes for economic development and social justice.
Finances and Audit of Municipalities
- The state legislature may authorize a municipality to levy, collect, and appropriate taxes, duties, tolls, and fees.
- The state legislature may assign to a municipality taxes, duties, tolls, and fees levied and collected by the state government.

Types of Municipalities

- The state legislature may make provisions for the composition and territorial area of a wards committee and the manner in which seats in a wards committee shall be filled.
