2001 Amendments
- Section 12B, concerning Gram Panchayat meetings, was replaced in 1994.
- The 2001 amendment (Act No. 24) required at least one Gram Panchayat meeting per month with a maximum 59-day gap between meetings.
- Section 14 was amended in 2001 to remove the provision for removing the Up-Praधान (Deputy Head).
- A separate provision allowing removal of the Up-Praधान was introduced in Section 14B in 2001. Subsequent removal in 2007 abolished the Up-Praधान position.
2004 Amendments
- Section 2 (ee) defined the "Electoral Registration Officer," appointed by the State Election Commission, advised by the State Government, for each district.
- Section 2 (eee) defined the "Assistant Electoral Registration Officer," appointed by the Electoral Registration Officer.
- Section 9 (8) empowered Electoral and Assistant Electoral Registration Officers to amend or delete electoral roll entries based on applications. This power previously resided solely with the State Election Commission.
2007 Amendments
- Act No. 44 of 2007 abolished the Up-Praधान position.
- All references to the Up-Praधान were removed, including all associated rules.
- Section 11A was amended, referring only to the Gram Praधान and removing the Up-Praधान's "Vice-President" designation.
- Provisions for the Up-Praधान's election and term (in Section 11C) were eliminated.
- Section 12J introduced regulations for managing temporary Praधान vacancies.
- The District Panchayati Raj Officer (DPRO) gained authority to appoint a Panchayati Raj member to temporarily replace the Praधान due to absence (illness, inability to work, etc.).
- Section 14B, concerning Up-Praधान removal, was removed.
- Section 28A (2) designated the Praधान as the Land Management Committee president, with the Lekhpal as secretary.
- Section 114 clarified that if a Praधान's position becomes vacant, with re-election within six months, the vacancy remains unfilled. The Bhat-Pradhikari (Financial Authority) would manage the Panchayat affairs until the election.
