Mootane Date of Report: 21 August 2022 RESTRICTED RESTRICTED i ABSTRACT 1. Creating methods to deal with late coming of members is an essential tool required to help the Organisation at large. As a result of this there are several policies and guidelines which need to be applied in order to resolve this matter as it is an area of concern. 2. Late coming as broad as it is, can be narrowed down to the individual’s time management, education and planning. Most individuals are not exposed to time management and education thus it causes late coming. 3. The sample that will be used in this research project is the Military and PSAP personnel from the Walmannsthal Military Unit. The personnel were identified for the fact that they will be able to contribute best towards the research. The obtaining of information with regards to late coming will be most effective and reliable when coming from members experiencing the problem. 4. The method that will be used will be in the form of a questionnaire. The researcher distributed the questionnaire to the Uniformed and Public Servants Act Personnel members of the South African National Defence Force and on completion of the questionnaires, the members returned it to the researcher. 5. It was found that the majority of the personnel do not have time management education which contributes to the fact that most learners do not manage to arrive on time at work. The findings show that the personnel neglect to keep up with time management and sometimes it is also buses that arrive late at the pick up points. 6. The DODI describes the DOD policy position, lists auditable outcomes that are to be attained, implements policy and assigns responsibilities, for the efficient, cost effective and sustainable implementation of the policy on the duty buses in the DOD. The process in the DODI ensures proper guidelines and due process. This ensures that the DODI implemented with a high level of integrity and uniformity throughout the Department. Late coming to work is one of the major problems that have plagued at the unit. The impact of this great menace cannot be over emphasized, as it has contributed immensely in a negative way to the organisational achievement of Walmannsthal Military unit. Lateness can be viewed as an outcome of laxity or system breakdown. Lateness is a function of time and as such time is usually used as criteria for determining late coming. Currently our PSAP members are always late at work because they have to travel up to 76.5 km every morning from areas such as Kwa-Mhlanga. 2. According to C SANDF Instruction: Command and Control in the SANDF dated 12 March 2004 (Ref A), C SANDF, the Defence Secretariat and the Department have undergone several changes and adaptations since their conceptualisation during the Transformation Process with regard to duty buses in the DOD. 3. It is also the Department of Defence policy to provide transport to members of DOD in remote areas. This instruction will also assist in outlining the responsibilities of the members of the DOD who are using the duty buses and also ensuring that they are punctual whenever commuting. RESEARCH PROBLEM AND BACKGROUND 4. The problem that is encountered is time management and is often due to the lack of time management education and improper planning as well as punctuality. Many DOD personnel both unformed and PSAP members are located in remote areas where is far away from their places of work and as a result they forced to commute daily to and from their places of work. Many of these commuters are then forced to use the duty buses as a cost saving measure since the cost of living is high in the country. 5. These result in many of these commuters having to use the duty buses as well as other public buses to commute to and from work on daily bases. And there are several factors which then come to play with regard to late coming. RESTRICTED RESTRICTED 2 PROBLEM STATEMENT 6. It is DOD policy that a single streamlined and uniform system governing the transport of SANDF members (where seats are available DOD employees can be accommodated). One of the reasons why members are likely to report late to work is as a result of the availability of serviceable transport (buses) as well as the serviceability of the roads which these commuters are using. AIM 7. The aim of this research project is to develop an understanding with regard to why some individuals are struggling with regard to reporting to work on time at work. OBJECTIVES 8. The following objectives were formulated in order to reach the above mentioned aim: a. To find the causes of late coming to works as well as the SANDF. b. To try and find ways to improve the road infrastructure. c. Investigate the reasons why the duty bus is not improved. d. To find other alternative means of transportation. SIGNIFICANCE OF THE RESEARCH PROJECT 9. The research project will assist the base to find alternative means of transport as well as to resolve issued around late coming. 10. This will enlighten all the individuals who are struggling with time management in order to improve their way of managing time and also to understand the causes of poor time management as well as late coming to work. DEFINITIONS 11. The following terms will be used during the research: a. Validity: The quality of being logically or factually sound, or cogency. b. Anonymity: Lack of outstanding individuals, or unusual feature. c. Technique: The way of carrying out a particular task RESTRICTED RESTRICTED 3 LITERATURE REVIEW 12. The following literature was used to supplement the information received from the respondents in the research project: a. PSCBC Resolution No3 of 1999 (Reference A)and controlled by PERSOL. b. Department of Defence Instruction DODI/00012 2017. c. Pers No 5199: Policy on the Operation of duty buses in DOD. RESEARCH DESIGN 13. The design of this research project will be a non-experimental design, making use of descriptive, quantitative and applied social research. POPULATION 14. The population will be the personnel of the Department of Defence. SAMPLE AND SAMPLING 15. The sample that will be used in this research project is the people of Kwa- Mhlanga from the Walmannsthal Military Unit. The members were identified for the fact that they will be able to contribute best towards the research. The obtaining of information with regards to late coming will be most effective and reliable when coming from members experiencing the problem. The sample will be unbiased and will be obtained by a probability processor random method. The members will not be forced to participate, but will volunteer to participate in the research project. PILOT STUDY 16. No pilot study was necessary to be conducted as the data collection instrument was used in previous surveys. The questionnaire proofed itself to be adequate to gather all the necessary information needed. DATA COLLECTION METHOD 17. The method that will be used will be in the form of a questionnaire. The data was collected on 21 August 2022 by the researcher. The researcher distributed the questionnaire to the members of Walmannsthal Military Unit and on completion of the questionnaires, the member returned it to the researcher. RESTRICTED RESTRICTED 4 RELIABILITY AND VALIDITY 18. A questionnaire has been proven to produce the same result on repeated trials. It is consistent in scores over time. With the time constraints on the research project, we will not be able to do this study. The validity of the questionnaire will not be questionable due to the fact that the questionnaire will be relevant to the members on the unit. ETHICAL CONSIDERATIONS 19. The researcher obtained approval from the Officer Commanding of Walmannsthal Military Unit prior to the commencement of the research project by means of a permission letter. The learners of Walmannsthal Military Unit completed a consent form prior to participating in the research project. No personal information of any participant will be disclosed and identities will be protected at all times. DATA ANALYSIS TECHNIQUE 20. The data analysis that will be made use of is response frequency as the study will make use of questionnaires by counting how many respondents selected a particular answer. It was found that the majority of the members are coming late mainly because of the poor time management, complaisance and lack of punctuality. It was also discovered that sometimes duty buses arrive late at the collection points as a result of unserviceability of buses. Another reason which was given by these members is the traffic congestion during peak hours and again poor road infrastructures where by drivers are forced to drive slowly in order to try and avoid potholes. 22. It was also discovered that the duty bus drivers are not paid their allowances as per stipulation in the DODI instruction whereas the intruction states that should be paid Duty bus drivers allowance at the approved rate, is payable to officials in the DOD, who must be available to drive approved duty buses to transport DOD officials between their places of residence and places of duty before and after hours. The instruction further indicates that the fund is non-pensionable and fully taxable. 23. Another alternative means of transport can also be used such as sedan vehicles duty buses. These vehicles are designated to be utilised for operational, administrative and logistical purposes rather than the transportation of personnel, but however when the need arise the provision can be made available for sedan duty bus to be utilised to transport personnel. 24. The majority of the members don’t adhere to the times to report at work which is of great concern from the Officer Commanding as well as the RSM of the unit. Disciplinary action is not the only option as long as there is room for improvement. There are also other preventive interventions which can be implemented to help members to report on time for work. It is also important to note that as the Office of the Adjudant is also overwhelmed with other responsibilities there should be a will from the members to stick to the timings to avoid disciplinary actions. 25. When it comes to security gates it was discovered that the main gate is usually the main contributing factor as it causes delay since the security personnel are under staffed and people are forced to wain on long queues in an attempt to gain access in to the Walmannsthal Military area. The security will have to be flexible during peak times in order to allow people to gain access so that they do not arrive late at their places of work. More manpower should be hired to meet the requirements of the security standards. The other small gate should be opened during peak hours in order to ease congestion at the main gate. 26. Section heads should also educate their members about the negative impact which is caused by late coming of their members. There should also be general awareness of the employees to avoid coming late and such initiative should be made possible by members themselves. RESTRICTED RESTRICTED 6 CONCLUSION 27. In conclusion it is important to note that it is the responsibility of each and every member in the unit to ensure that they report in time for work. Also the role players in this whole situation should also make sure that they play their part in order to curb this issue of late coming. (T.J.
