# Educational Administration and Supervision: A Review ## Educational Administration and Supervision in the Philippines - In 1994, DECS Secretary Armand Fabella floated the concept of a five-year high school which met opposition from parents and other sectors. - The government could not afford to fund the additional year which would require about P1.5 billion. - In response to the recommendations of the PSCPE, the Survey of Outcomes of Elementary Education (SOUTELE) was conducted nationwide in 1975. - A launching pad for the reform was the Program for Decentralized Educational Development (PRODED), a World Bank assisted project of $100 million dollars. - The Secondary Education Development Project (SEDP) as the reform package was called, sought to address the problems of quality, access and efficiency that have been plaguing the secondary education sector, the so called "weakest link" in the educational system. - The secondary education system in the Philippines needs improvement. - A rapid expansion of public high schools without adequate planning and funding has resulted in a variety of secondary schools offering programs of varying quality. - The system suffers from inadequate management and evaluation capabilities as well. - The private sector which plays a significant role in the provisions of secondary education also faces considerable difficulties. ## Congressional Commission on Education (EDCOM) - In 1991, EDCOM was tasked to undertake a "national review and assessment of the education and manpower training system of the country with a view to": - enhancing the systems internal capability to satisfactorily implement provisions on education. - providing the systems with the necessary financial and other infrastructure support. - assisting education in achieving its sectoral goals and targets through strategies that are consistent with the nation's development perspective. ## EDCOM Proposals 1. Establishment of a one-year pre-baccalaureate system between secondary education and a tertiary degree program "to ensure readiness of high school graduates for tertiary education". Proposal No. 4 2. Strengthening teacher competencies at the basic education level which need to be empowered in four specific key result areas: - Ability to teach reading and comprehension - Initiative and creativity - Training in values education - Familiarity in and use of instructional technology. Proposal No. 6 3. Expanding the options for the medium of instruction in Grade 1 through the use of the regional lingua franca or the vernacular "to be able to use the first language as a bridge to a more effective learning in English and Filipino as well as facilitate the development of their cognitive maturity. Proposal No. 7 # Learning Organization - Senge defined a learning organization as a "learning organization where people continually expand their capacity to create the results they truly desire, where new and expansive patterns of thinking are nurtured, where collective aspirations are set free, and where people are continually learning to see the whole together". ## Leadership Roles in a Learning Organization In a learning organization, leaders are: 1. **Designers** 2. **Stewards** 3. **Teachers** - The leader as a designer does not only function guided by policies, strategies and systems. - The leader as a steward involves a commitment to and responsibility for the vision of the organization but it does not mean the leader "owns" it. - The leader as a teacher is fostering learning for everyone to develop systematic understanding. <br> # Thank you
